As a <br /> resident deeply invested in the well-being of our community and the preservation of our <br /> unique Hawaiian culture, I believe it is imperative that we address the potential negative <br /> impacts this bill could have on our island. <br /> Firstly, the lack of comprehensive data to support the enactment of Bill 121 is troubling. <br /> Without a thorough understanding of the economic and housing market impacts, we risk <br /> making decisions that could inadvertently harm the very community we aim to protect. I urge <br /> the commission to conduct an economic impact study and an affordable housing study to <br /> ensure that our actions are informed and beneficial to all residents. <br /> Furthermore, the bill's current approach to regulating short-term rentals raises concerns about <br /> enforceability, inequity, and the infringement on private property rights. The requirement for <br /> property owners to provide detailed personal information and adhere to restrictive operational <br /> guidelines could transform our neighborhoods in unintended ways and place undue burdens on <br /> homeowners. <br /> To address these issues, I respectfully request the Planning Commission to consider the <br /> following recommendations: <br /> Recommend the removal of the affidavit requirement, which places an unnecessary burden on <br /> property owners. <br /> Recommend streamlining the registration process to make it more accessible and less invasive <br /> for homeowners. <br /> Recommend the inclusion of an undue hardship clause to protect homeowners at risk of losing <br /> their housing due to the bill's provisions. <br /> These recommendations aim to strike a balance between regulating short-term rentals and <br /> preserving the rights and livelihoods of property owners. By taking a more thoughtful and <br /> data-driven approach, we can ensure that our actions support the long-term sustainability and <br /> prosperity of our island community. <br /> Mahalo for your consideration of these important issues.
