From: Pea Dog <br /> To: W PCtesti mono <br /> Subject: Urgent Request for Comprehensive Study on Bill 121 Impact <br /> Date: Friday,April 26,2024 10:35:21 AM <br /> Chairman Dennis Lin <br /> Windward Planning Commission <br /> County of Hawai'i <br /> 25 Aupuni St. <br /> Hilo,HI 96720 <br /> Aloha Chairperson Lin, <br /> I am writing to you as a resident of Hawai'i County,living on <br /> agricultural land with a small farm.The proposed Bill 121 has raised <br /> significant concerns for me and many others in our community who rely <br /> on the vacation rental industry not just for supplementary income,but <br /> as a vital source of revenue that supports our ability to pay bills, <br /> healthcare co-pays,and mortgages. <br /> It is well understood that the vacation rental industry contributes <br /> over$1.1 Billion in economic impact to the Big Island.Given the <br /> substantial role this industry plays in our local economy,it is both <br /> surprising and concerning that a measure as impactful as Bill 121 <br /> would be considered without a comprehensive,independent,and <br /> academically rigorous economic impact study.During the Leeward <br /> Planning Commission meeting,Heather Kimball acknowledged the need for <br /> such a study,agreeing to conduct it.This acknowledgment underscores <br /> the necessity of understanding the full implications of proposed <br /> regulations before moving forward. <br /> The complexity and potential impact of Bill 121 demand a thorough <br /> evaluation,one that cannot be rushed.It is imperative that the bill <br /> be sent back with a strong recommendation for the conduct of a <br /> detailed study and a reevaluation of its language.Furthermore,the <br /> inclusion of a member from the vacation rental industry during the <br /> commission's question and answer sessions is crucial.The current lack <br /> of industry representation has been a significant source of <br /> frustration and concern among the public. <br /> The decisions made today will shape the future of Hawai'i County for <br /> years to come.It is our responsibility to ensure that these decisions <br /> are informed,fair,and considerate of all stakeholders involved. <br /> Mahalo, <br /> Pamela S <br /> Kawaihae <br /> PamelaBigIsland@gmail.com <br />
