Enumerate special County and district problems and recommend alterna- <br />tive solutions relative to the General Plan. <br />Formulate implementation program. <br />This total program was scheduled over a 36 -month period and was com- <br />pleted by the Planning Department with the technical assistance of professional <br />consultants in the fields of drainage and flood control, historic sites, sewerage, <br />economics, and water. The primary physical research was the Land Use Inven- <br />tory conducted in 1968-69 by the Planning Department. The outcome of the <br />inventory, the "Land Use Report," was published to 1969 and provided the basic <br />foundation for the remaining General Plan program. <br />Planning Process <br />The planning process initially included a determination of the number and <br />types of study elements, the required information and reference, and methods <br />of analysis. Each study element was analyzed and evaluated in relation to every <br />other element, to County and district goals, and to the land use pattern. A change <br />in one element would thus be reflected to a greater or lesser degree in all other <br />elements as well as in the land use pattern. Similarly, a change in County and <br />district goals would in turn be reflected in all elements and in the land use <br />pattern. This methodology is illustrated in the diagram of the General Plan <br />study format and in the outline of the process for a study element. (General <br />Plan Study Format) <br />The study elements delineated for the General Plan make the planning <br />process manageable. By gathering and assessing the data of each element and <br />by relating each to the others, present conditions and problems and future <br />possibilities come to light. The study elements of the General Plan for the <br />County of Hawaii are: <br />Economic Activities: Describes the gainful utilization of human, capital and <br />natural resources for the creation of goods and services for consumption in <br />local and overseas markets. <br />Environmental Quality: Classifies the kinds of pollution which affects the <br />island and describes the precautions and safeguards necessary to main- <br />tain and improve the quality of the environment for the physical, psychologi- <br />cal and social well-being of residents and visitors. <br />Flood Control and Drainage: Pertains to the conservation and protection of <br />life, improvements and natural resources from excess runoff due to man- <br />made improvements or natural causes or from inundation from tsunamis <br />and heavy seas. <br />Historic Sites: Identifies artifacts and sites of historical and cultural impor- <br />tance. <br />Housing: Portrays the requirements for shelter, the quantity, quality, and <br />distribution of housing units, and critical housing problems of the County. <br />Natural Beauty: Identifies areas of unique natural beauty which are a prin- <br />ciple asset of the island, requires programs for their conservation, preserva- <br />tion, and integration with other elements. <br />Natural Resources and Shoreline: Describes the valuable and often irre- <br />placeable natural assets of the island which require identification and pro- <br />grams for their protection and wise use. <br />Public Facilities: Pertains to the location and distribution of facilities for <br />educational, protective, social, custodial and health services. <br />Public Utilities: Describes the distribution of power, light, and water, the <br />collection and disposition of waste, sewage, and the provision of communi- <br />cation facilities which are essential to the efficient functioning of a modern <br />community. <br />GENERAL PLAN STUDY FORMAT <br />ACTIVITY ELEMENTS (CURRENT SITUATION AND TRENDS) EXIST.
