Final Royal Vistas TIAR (SSFM, November 2021) <br /> o Incorporated changes from the August 3, 2021 comments, submitted, and accepted. <br /> o The following changes to the recommendations from the previous submittal are: <br /> ■ At Hualalai Street(north) should remain unsignalized. This intersection did <br /> not pass traffic signal warrants and single-lane roundabout were shown to <br /> worsen operations. <br /> ■ At Hualalai Street(south) should remain unsignalized. This intersection did <br /> not pass traffic signal warrants and single-lane roundabout were shown to <br /> worsen operations. <br /> ■ At Kuakini Highway a traffic signal and single-lane roundabout would <br /> worsen traffic operations. This intersection is recommended to remain <br /> unsignalized. <br /> o Comments were received from COH DPW Traffic Division and addressed to the <br /> Planning Department in a Review Comment form dated September 28, 2022 <br /> (attached at the end of this document). These are the basis for this addendum. <br /> A. September 28, 2022 Comments from County of Hawaii Traffic Division <br /> Comments dated September 28, 2022 from the COH DPW Traffic Division were received and <br /> subsequent discussions with DPW resulted in an agreement to provide an addendum to the <br /> November 2021 Final TIAR to address the following: <br /> Comment#1: Include the project connection to Lako Street, through Kekauanaoa Place, in Phase <br /> 1 as opposed to the original plans to include in Phase 2. <br /> • This will require a redistribution and analysis of future traffic outbound project related trips <br /> for Phase 1 including the Future (2024), Future (2029), and Future (2039) With Project <br /> conditions. <br /> • Future With Project analysis will need to be updated at Royal Vistas Roadway, Kuakini <br /> Highway, and Lako Street. <br /> Comment #2: Provide further documentation to support the need for State of Hawaii DOT to <br /> widen Route 11 from 2 lanes to 4 lanes, between Henry Street and Kamehameha III Road. <br /> Comment #3: Include a discussion about the existing vehicular bottleneck along Route 11 at the <br /> intersection with Nani Kailua Drive. <br /> Comment#4: Include clarification as to why "no action" (doing nothing)is better than installing <br /> a traffic signal or a roundabout at the unsignalized intersections of concern. <br /> Comment #5: Mitigation for Lako Street, including the widening of Route 11 from 2 lanes to 4 <br /> lanes, dual eastbound left turn lanes, and the possibility of changing the Lako Street approach <br /> phasing if sight distance is adequate. <br /> IL November 2021 Final TIAR Summary <br /> The November 2021 Final TIAR analyzed the Existing (2019) traffic conditions and the Future <br /> (2024, 2029, 2039)traffic impact of the project's buildout over two phases. <br /> A. Existing (2019) Conditions Analysis <br /> Analysis of Existing (2019) conditions found that all signalized study intersections operated at <br />
