• Completing drainage improvements within the Holualoa Drainageway in <br />accordance with requirements of the Department of Public Works; <br />• Dedication of three (3) remaining roadway lots within the Kona Vistas <br />Subdivision to the County; <br />• Secured an SMA Use Permit (SMA 430) and hired a hydrologic engineer to <br />prepare and submit a Conditional Letter of Map Revision (CLOMR) to complete <br />drainage improvements for a 12 -acre County affordable housing site fnakai of <br />Kuakini Highway that was originally meant to satisfy the project's affordable <br />housing requirements. Despite the preceding, the County no longer wishes to <br />proceed with the development of this parcel at this time. <br />• The applicant purchased Hawai`i Preparatory Academy's (HPA) 5 -acre interest in <br />the RM -zoned lands on parcel 17 as HPA decided it did not want to build a new <br />school in Kona. As the 5 -acre area was not previously included in the original <br />Archaeological Inventory Survey (AIS), a new AIS was conducted for the area <br />which found a previously unknown burial site in a lava tube. The applicant <br />subsequently prepared a Burial Treatment Plan (BTP) that was approved by the <br />State Historic Preservation Division (SHPD) and the Hawai`i Island Burial <br />Council. <br />• The applicant was instructed to prepare a new AIS for the remaining 65 acres of <br />RM -zoned lands within the subject properties due to the age of the original AIS <br />report. This new AIS has been completed and approved by SHPD. <br />• The applicant prepared an Environmental Assessment (EA) pursuant to HRS <br />Chapter 343 what was accepted by the Planning Department, who issued a <br />Finding of No Significant Impact (FONSI) by letter dated September 13, 2021 <br />The EA included an updated traffic impact analysis report, biological survey, <br />cultural impact assessment, updated AIS and site preservation plan. Also included <br />within this process were consultations with area residents, specifically from the <br />adjoining Kona Vistas subdivision. <br />-3- <br />
