As a concerned resident of our beautiful island, I am <br /> writing to express my deep concerns regarding the proposed Bill 121 . While I <br /> understand the intentions behind this measure, I believe there are critical aspects that <br /> require further consideration to ensure the well-being of our community and the <br /> preservation of our unique way of life. <br /> Firstly, the enforceability of this bill raises significant concerns. The resources <br /> required to monitor and enforce the proposed regulations could strain our already <br /> limited human resources within the Planning Department. This could divert attention <br /> from other critical areas that directly impact our community's welfare. <br /> Moreover, the bill introduces elements of inequity, particularly affecting those who rely <br /> on short-term rentals as a means of supplementing their income. The distinction <br /> between property owners and operators seems arbitrary and could lead to unintended <br /> consequences, further exacerbating the issue of affordable housing on our island. <br /> Lastly, the bill's approach to regulating the location of hosts and guests within <br /> properties seems overly restrictive and infringes on private property rights. Such <br /> regulations could transform the character of our neighborhoods in ways that may not <br /> align with our community's values. <br /> In light of these concerns, I respectfully request the Planning Commission to consider <br /> the following recommendations: <br /> Conduct a comprehensive economic impact study to fully understand the implications <br /> of this bill on our local economy and community. <br /> Reconsider the affidavit requirement, as it places an undue burden on property <br /> owners and operators. <br /> Ensure equal treatment of property owners and operators, regardless of their living <br /> arrangements on the property. <br /> I believe that by addressing these concerns, we can find a balanced approach that <br /> respects private property rights, ensures equitable treatment for all residents, and <br /> safeguards our community's economic well-being. <br /> Mahalo for your attention to these matters.
