From: BELINDA BARNES
To: W PCtesti mony
Subject: Concerns Regarding the Impact of Bill 121 on Second Home Owners
Date: Wednesday,April 3,2024 7:24:59 PM
Chairman Dennis Lin
Windward Planning Commission
County of Hawaii
25 Aupuni St.
Unit 1502
Hilo, HI 96720
Aloha Chairman Lin,
I am writing to express my deep concerns about the proposed changes under Bill 121,
which significantly impact homeowners like myself who have invested in second homes on
the Big Island for both personal enjoyment and as a means of supplemental income. My
husband and I have worked tirelessly to afford a second home on the Big Island,
envisioning it as a retreat for our family. However, the restrictions imposed by Bill 121
threaten our ability to rent our property for periods less than 180 days, directly affecting
our financial stability and the local economy.
The ability to rent our home for shorter periods has been crucial, especially when we are
unable to be there. These rentals not only help us maintain the property but also
contribute to the local economy by supporting local businesses and providing tourists with
unique lodging options that enrich their Hawaiian experience. The proposed restrictions
seem to overlook the positive impacts that responsible short-term rentals have on the
community.
Therefore, I humbly request the Planning Commission to consider the following
recommendations:
Conduct an economic impact study to fully understand the implications of Bill 121 on
homeowners and the local economy.
Recommend the removal of restrictions about where hosts live and where guests stay, as
long as the owner is in the same building, on the same parcel, or on an adjacent parcel.
Recommend streamlining the registration process and eliminating invasive requirements
that make it difficult for homeowners to comply.
These measures would ensure that homeowners like us can continue to contribute
positively to the local economy while enjoying our properties.
Mahalo for considering my concerns and recommendations. I believe that with thoughtful
adjustments, Bill 121 can better balance the needs of homeowners and the community.
