As a resident deeply invested in the well-being of our <br /> community, I urge the commission to consider the following recommendations to ensure <br /> that the regulations serve the best interests of all Hawaii County residents. <br /> Firstly, the bill's current approach to regulating short-term rentals appears to lack a <br /> comprehensive understanding of its economic impact. I recommend that the commission <br /> conduct an economic impact study to fully grasp how these regulations will affect local <br /> families and the broader community. Such a study is crucial for making informed decisions <br /> that balance the needs of homeowners with the broader goals of the county. <br /> Secondly, the bill's requirements, such as the affidavit requirement and invasive registration <br /> processes, pose significant challenges for property owners. These requirements not only <br /> infringe on private property rights but also allocate substantial human resources from the <br /> Planning Department, which could be better used elsewhere. I urge the commission to <br /> recommend the removal of the affidavit requirement and the streamlining of the <br /> registration process to make it more accessible and less burdensome for homeowners. <br /> Lastly, the bill's approach to enforcing regulations on short-term rentals raises concerns <br /> about inequity and the transformation of neighborhoods. It is vital that the commission <br /> recommends equal treatment of property owners, regardless of whether they live on-site <br /> or not. Additionally, removing restrictions on where hosts live relative to their guests will <br /> help preserve the unique character of our neighborhoods while still allowing homeowners <br /> to benefit from short-term rentals. <br /> In conclusion, I believe that with careful consideration and adjustments, Bill 121 can be <br /> amended to better serve the interests of Hawaii County's residents.
