As a resident deeply invested in the well-being of our island, I believe it is <br /> crucial to address the issues of Enforceability, Inequity, and the Transformation of <br /> Neighborhoods that this bill presents. <br /> Firstly, the bill's current form may inadvertently create a system that is difficult to enforce, <br /> placing undue strain on our Planning Department's resources. It is essential that we <br /> consider the human resource allocation and ensure that our department staff are not <br /> overwhelmed by the requirements of enforcing this bill. <br /> Secondly, the bill introduces a level of inequity among property owners. It is vital that we <br /> advocate for equal treatment of property owners who live on-site and those operators <br /> who, while not owning the property, live on-site as lessors or caretakers. This approach <br /> respects the principle of fairness and acknowledges the diverse ways our community <br /> members contribute to the local economy and housing market. <br /> Lastly, the transformation of neighborhoods into predominantly short-term rental areas <br /> could significantly alter the fabric of our communities. It is important to strike a balance <br /> that allows for the growth of tourism while preserving the character and livability of our <br /> neighborhoods. <br /> Therefore, I respectfully request the Planning Commission to consider the following <br /> recommendations: <br /> Recommend the removal of restrictions about where hosts live and where guests stay, <br /> ensuring flexibility as long as the owner is in the same building, on the same parcel, or on <br /> an adjacent parcel. <br /> Recommend streamlining the registration process to eliminate invasive requirements, <br /> making it easier for homeowners to comply without compromising their privacy. <br /> Recommend the inclusion of an undue hardship clause to protect homeowners at risk of <br /> losing their housing due to the enforcement of this bill. <br /> These recommendations aim to address the concerns raised while ensuring that the <br /> regulations are fair, enforceable, and respectful of private property rights. <br /> Mahalo for considering my perspective on this matter.
