From: paiae madsen <br /> To: LPCtestimonv <br /> Subject: Concerns Over Bill 121 Impacting Local Homeowners and Affordable Housing <br /> Date: Thursday,April 18, 2024 9:55:40 AM <br /> Chairperson Barbara Defranco Leeward Planning Commission County of Hawai'i 25 <br /> Aupuni St. Unit 1502 Hilo, HI 96720 <br /> Aloha Chairperson Lin & Commission Members, <br /> I am writing to express my deep concerns regarding Hawaii Bill 121, particularly its <br /> potential impact on retirees, young couples, and others who rely on income from renting <br /> out part of their property. This bill, by dictating where homeowners must reside on their <br /> own property, threatens to displace established locals, forcing them to seek public <br /> assistance. Instead of aiding in the creation of affordable housing, it seems this measure <br /> could exacerbate the affordability crisis by making it harder for residents to sustain their <br /> livelihoods through property rentals. <br /> The requirement for homeowners to live in specific areas of their property is not only an <br /> overreach but also disregards the unique circumstances of each property owner. Many of <br /> us have chosen to rent out portions of our homes as a means to afford the high cost of <br /> living in Hawaii. This bill could strip us of that option, leading to financial instability for <br /> many families. <br /> I urge the Planning Commission to consider the following requests: <br /> • Recommend the removal of restrictions about where hosts live and where guests stay. <br /> As long as the owner is in the same building, on the same parcel, or on an adjacent <br /> parcel, it is an overreach to dictate their living arrangements. <br /> • Recommend that the County implement the regulations in another way that does not <br /> infringe upon private property rights or lead to inequity among residents. <br /> • Conduct an affordable housing study to truly understand the impacts of such legislation <br /> on our community's housing affordability. <br /> It is crucial that we find a balance that respects the rights of property owners while <br /> addressing the need for affordable housing.
