From: tong beliso <br /> To: LPCtestimonv <br /> Subject: Annual Registration of TARs <br /> Date: Thursday,April 18, 2024 8:50:43 AM <br /> As I understand it, what is proposed is an annual registration fee of all unhosted TARS of$500. <br /> It is obvious to me that the main thrust of the proposed legislation is to discourage additional <br /> TARS in the hope that this will turn into a corresponding increase in permanent rental units. <br /> I submit that this is speculation and must be balanced against the revenue and employment <br /> gained by the County of Hawaii which I believe is significant. <br /> One major factor that tourists prefer TARS is the exorbitant hotel rates even during low <br /> season. Hawaii cannot count on hotel revenue taxed as a cash cow that will never end. There <br /> is too much competition throughout the world where the U.S. dollar goes a lot further for <br /> accommodation and amenities. For example countries in Asia like Japan and the Philippines, <br /> where a truly 4 star hotel can be had for the price of a 3 star hotel here in Hawaii let alone a 4 <br /> star. <br /> One suggestion that will help in contributing to a solution is to significantly decreasing the <br /> approval time for the construction and renovation of homes. <br /> Sincerely, <br /> Tony Beliso <br />
