" The church currently offers services at <br /> the Waikoloa Village Association's community room, however, due to overall population <br /> growth, the congregation has outgrown its current accommodations, thus a new, larger <br /> church is necessary. Based on the preceding, the proposed church is consistent with <br /> recommendations of the SKCDP. <br /> The proposed use will not be materially detrimental to the public welfare nor <br /> cause substantial adverse impact to the community's character or to surrounding <br /> properties.The subject parcel is 1.056 acres in size and triangular in shape. The property is <br /> currently vacant of any building or improvements and is sparsely vegetated. The surrounding <br /> lands are similarly zoned RS-10. To the north of the subject property is vacant property,the <br /> Waikoloa Elementary School, and single-family dwellings. Directly to the south across <br /> Paniolo Avenue are residential subdivisions.Directly to the west is a daycare center/Baptist <br /> church and further west are single-family dwellings and east of the subject property are <br /> single-family dwellings.There is also another church(Waikoloa Community Church)to the <br /> northeast across Paniolo Avenue. <br /> The general character reflects an area with a mixture of residential and community <br /> uses,including a school and two other churches near the subject property,thus the proposed <br /> church will not detract from the present character of the area. <br /> Due to the existing urban nature of the area, the proposed use is not anticipated to <br /> adversely impact surrounding properties. Traffic is anticipated to increase to the property <br /> when the church is constructed,however,most of the increase will occur outside of AM/PM <br /> peak hours, thus this impact should be limited, and the applicant will provide sufficient <br /> parking on-site. <br /> Short-term potential noise impacts will be limited to construction noise associated <br /> with earthmoving equipment. The applicant will also be required to install and maintain <br /> landscaping to mitigate any potential adverse noise or visual impacts as part of the Plan <br /> Approval process. <br /> As the applicant is self-funding the project, it is necessary that construction of the <br /> project be constructed in phases over several years based on availability of funding.To allow <br /> for greater fiscal flexibility,the Planning Director is recommending a 10-year construction <br /> -5- <br />
