The first phase projected to be commenced in 2024 or early 2025 and the total building <br /> square footage is 2,300 square feet and outdoor hardscaping such as sidewalks and <br /> lanais is 2,646 square feet totaling to 4,946 square feet. The phase 1 facilities shall <br /> include a sanctuary including crying room,restroom facilities and exterior hardscaping <br /> improvements. This phase will take 12-15 months to complete. Phase 1 will include <br /> activities such as the Sunday Church services and 2 evening bible studies,both held in <br /> the sanctuary. The proposed parking lot is additionally 14,700 square feet and includes <br /> 43 parking shall be constructed entirely as part of phase 1. Minimal site improvements <br /> such as landscaping shall be constructed in phase 1 for comply with Rule 17 <br /> compliance. <br /> The second phase is planned to commence in 3-5 years. The total building square <br /> footage is 1,769 square feet and outdoor hardscaping such as sidewalks and lanais is <br /> 5,259 square feet totaling to 7,028 square feet. The second phase improvements shall <br /> consist of 2 classrooms, a storage closet, kitchen and a hardscaped outdoor lanai area <br /> along with supporting site improvements such as walkways connecting to Paniolo <br /> Avenue's sidewalk and landscaping along Paniolo Avenue and the improvements. <br /> Phase 2 will include additional church activities such as an additional bible study <br /> (totalling to 3 per week) which will be held in the sanctuary. Additionally, the after- <br /> school kids program and occasional church related classes will be held in the newly <br /> constructed classrooms. <br /> The Applicant proposes to build the Lutheran Church as their congregation continues <br /> to grow so it may continue to conduct services for the entire congregation. The <br /> facility's primary function will be for worship,which shall be held on Sunday mornings <br /> between 7:00 AM to 12:00 PM. The Applicant expect 25 - 50 people to attend the <br /> Sunday church services and will be supported by 2 church employees(pastor and office <br /> manager). Waikoloa Lutheran Church will hold Sunday church services for all <br /> ages. Waikoloa Lutheran Church proposes having an after-school program and <br /> supervised safe location for the elementary and middle school kids in the region <br /> Monday thru Friday upon completion of phase 2. Waikoloa Lutheran Church <br /> anticipates these services would accommodate up to 10 children plus a church <br /> employee or congregation member depending on the use. There may be periodic <br /> evening church-related classes or events during the course of the week within the <br /> classrooms. The size of the classes would be a maximum of 40 people and be supported <br /> by one of the church's 2 employees or congregation members. <br /> Currently Waikoloa Lutheran Church is meeting at the Waikoloa Village Association's <br /> community room; 68-1792 Melia St, Waikoloa, HI 96738. The membership of their <br /> congregation has outgrown the facility which has led to the purchase of this subject site <br /> for the proposed improvements. Their members reside generally in the North Kohala, <br /> South Kohala and North Kona districts including a majority of its members from Kona, <br /> Waimea and Kawaihae. Waikoloa Lutheran Church also attracts many visitors from <br /> the Kona- Kohala Coast resorts who want to attend church while on vacation. <br /> The church intends on having a maximum of 2 employees depending on the size of the <br /> congregation during phase 1 and 2. Currently it has a part-time pastor and office <br /> manager. <br /> 6 <br />
