DEPARTMENT OF PUBLIC WORKS <br /> COUNTY OF HAWAII <br /> HILO, HAWAII <br /> DATE: April 10, 2024 <br /> Waiteatadeilit <br /> TO: Zendo Kern, Planning Director <br /> FROM: Department of Public Works, Engineering Division <br /> SUBJECT: USE PERMIT APPLICATION (PL-USE-2023-000018) <br /> Applicant: WaikOloa Lutheran Church <br /> Request: To Allow the Establishment of a Church and Related <br /> Improvements <br /> TMK: 6-8-002:056 <br /> We have reviewed the subject request forwarded by your memo dated March 14, 2024 <br /> and have the following comments. <br /> 1 . The subject parcel is in an area designated as Zone X on the Flood Insurance Rate <br /> Map (FIRM) by the Federal Emergency Management Agency (FEMA). Zone X is an <br /> area determined to be outside the 500-year floodplain. <br /> 2. All development-generated runoff shall be disposed of on site and not directed toward <br /> any adjacent properties. A drainage study shall be prepared and the recommended <br /> drainage system shall be constructed meeting the approval of the Department of <br /> Public Works, Engineering Division. <br /> 3. All earthwork and grading shall conform to Chapter 10, Erosion and Sediment Control, <br /> of the Hawaii County Code (HCC). <br /> 4. Construction within the County right-of-way shall comply with HCC, Chapter 22, <br /> County Streets. <br /> 5.
