Landowner: Waikoloa Lutheran Church. <br /> BACKGROUND INFORMATION <br /> 7. The subject parcel was created in 2016 via subdivision (SUB 13-001251) and the land <br /> area is currently covered by Use Permit No. 99, which was originally approved in 1992 to <br /> allow the development of a church, day care facilities, mission residences, recreational <br /> areas, and related improvements. Use Permit No. 99 was last amended in 2016 and the <br /> owner has submitted a concurrent request to amend that permit to remove the subject, <br /> 1.056-acre parcel from control of the Use Permit at the Planning Director's request <br /> (PL-USE-2024-000024). This housekeeping measure will ensure that the property is not <br /> subject to the requirements of two separate Use Permits. <br /> STATE AND COUNTY PLANS <br /> 8. State Land Use Designation: Urban. <br /> 9. General Plan LUPAG MAP: Low Density Urban. <br /> 10. County Zoning: Single Family Residential - 10,000 square feet(RS-10). <br /> 11. South Kohala Community Development Plan (SKCDP): The SKCDP, adopted by <br /> Ordinance No. 08 159 on December 1, 2008, affects the subject property. <br /> 12. Special Management Area (SMA): The subject property is located approximately 4.2 <br /> miles from the nearest shoreline and is not situated within the Special Management Area. <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 13. Description of Property: The subject parcel is 1.056 acres in size and triangular in <br /> shape. The property is currently vacant of any building or improvements and is sparsely <br /> vegetated. <br /> 14. Surrounding Zoning/Land Uses: The surrounding lands are similarly zoned RS-10. To <br /> the north of the subject property is vacant property,the Waikoloa Elementary School, and <br /> single-family dwellings. Directly to the south across Paniolo Avenue are residential <br /> subdivisions. Directly to the west is a daycare center/Baptist church and further west are <br /> single-family dwellings and east of the subject property are single-family dwellings. <br /> There is also another church (Waikoloa Community Church) to the northeast across <br /> -3- <br />
