During the construction phase of this project, there will be opportunities for <br /> construction-related employment. These would also include some limited <br /> infrastructure (water, road, landscaping, etc) and building improvements. The <br /> Applicant estimated that the construction end should generate at least 3-5 direct <br /> and indirect construction employment opportunities for at least a 12 month period. <br /> With the completion of this project, there will be long term employment <br /> opportunities to service or staff the church. The Applicant estimates that at least 1- <br /> 2 new full and part time jobs will be needed to service this facility. <br /> C. Agricultural Impacts <br /> Admittedly, the soil classification system of the Land Study Bureau designates next <br /> tp the site as Class E.However,it is located in an urban area and already designated <br /> Urban by the State Land Use Commission. Thus, its removal from potential <br /> agricultural use should not compromise the agricultural objectives of the County. <br /> VIIL JUSTIFICATIONS FOR USE PERMIT REQUEST <br /> In determining whether the requested Use Permit can be issued, the Planning <br /> Commission must find that the request meets the criteria for granting of a Use Permit. <br /> The criteria and their relationship to the requested use follow. <br /> A. Relationship to Zoning Code and General Plan <br /> The basic intent and purpose of the Zoning Code (chapter 25) of the County of <br /> Hawaii require the Code to be "applied and administered within the framework of <br /> the general plan.; " It also regulates density, land uses, and design and building <br /> standards within the various zoning districts. <br /> As discussed earlier, the Applicant intends to comply with all applicable standards <br /> — such as height, setback, parking and the like — for projects of this nature as <br /> outlined in the Zoning Code.At the time of the Use permit there is no consideration <br /> to filling for variances by the applicant. <br /> The project as will be discussed below will also be consistent with the policies of <br /> the General Plan. <br /> The proposed church is intended to service the community in a way that impacts <br /> adjoining properties are not significantly adverse. <br /> Church and/or religious institutions are one of the basic social infrastructures of a <br /> community. It must be conveniently located to residences, as proximity facilitates <br /> visitations and services. The proposed Waikoloa Lutheran Church is proposed <br /> within an area which consists of 2 additional churches of different denominations <br /> which were permitted under Use permits, as lower grade school site and single <br /> family residences. <br /> 17 <br />
