The property is located within Waikoloa Village, adjacent and to the northwest (makai) of the Paniolo Drive - Puu-Nui Street intersection, Waikoloa, South Kohala, Hawaii . Approval of this request is based on the following: The establishment of a church and day care facility within an area zoned Single-Family Residential-10, 000 square foot (RS-10) will not be inconsistent with the general purpose of that zoned district, the intent and purpose of the Zoning Code, and the General Plan. The granting of such a facility would complement a goal of the General Plan' s Land Use Element which states to "Designate and allocate land uses in appropriate proportions and mix and in keeping with the social, cultural, and physical environments of the County. $' . It is felt that the granting of this request at this particular location will provide a convenient service to the growing residential community while maintaining the residential character of the area .
