Proposed is the lease of a 750 square-foot <br /> portion of the subject 12.381 acre parcel for the installation of a 65-foot monopalm mounted with 12 <br /> panel antennas and associated equipment cabinets and generator. Our records indicate that an <br /> archaeological reconnaissance survey was conducted in 1988 over an approximately 279 acre area, <br /> which included the lands of the subject parcel, as part of an Environmental Impact Statement for the <br /> Waikoloa Affordable Housing Master Plan. While the archaeological reconnaissance survey failed <br /> to identify anything of`prehistoric or historic significance"at that time,we note,that historic sites <br /> have been identified on several properties within the same ahupua`a. We have no record that the <br /> State Historic Preservation Division(SHPD)has concurred that the existing survey is adequate or <br /> that they have made a determination that"no historic properties affected"by the proposed project. If <br /> SHPD did not accept the archaeological reconnaissance survey as sufficient,the Hawai`,i County <br /> Cultural Resources Commission would recommend an archaeological inventory survey,meeting the <br /> requirements set forth by Hawaii Administrative Rules, Chapter 13-276, or any other level of <br /> archaeological recordation as deemed appropriate by the SHPD,be conducted in consultation with <br /> and accepted by SHPD on any as-yet undisturbed,lands on the subject property prior to <br /> commencement of any ground alteration or construction. Impact of the proposed action on Native <br /> Hawaii cultural sites,religious sites,burial sites, historic places, artifacts and other similar concerns <br /> can only be evaluated once standardized efforts have been made to identify if these sites exist on the <br /> property.
