Plan approval application requirements for agricultural tourism. In addition to the application requirements for plan approval contained in section 25-2-72, an application for plan approval for agricultural tourism operations shall include sufficient information to ensure the following provisions are met: (1) A statement whether the operation will allow visits by buses; (2) Adequate off street parking, loading/unloading, and turn-around space to accommodate all specified tour transportation modes, including buses, if they are allowed, shall be provided and shown on the site plan; (3) The subject property must have an existing legal access to a public highway, which may be via a private road or easement, and new driveways shall meet applicable county or state standards; (4) New and existing facilities to be utilized principally for the agricultural tourism activity shall be clearly indicated on the plot plan and shall not exceed one thousand square feet in total area, not including parking and vehicular accesses; and (5) Proof, acceptable to the director, of income from agricultural activities and/or agricultural products processing, or investment, as required under section 25-4-15(d)(1). Expiration date of the License: ApdN 30,20t8 1 PROJECT DESCRIPTION 1 .1 PROJECT BACKGROUND AND PURPOSE The purpose of this report is to:assess the drainage impact resulting from the proposed improvements;and determine the improvements required to control rainfall runoff. 1 .2 PROJECT SITE The project site is located within Waikoloa Village,Hawaii;Tax Map Keys:6-8-002:031 and 056. The site is located near the Waikoloa Golf Club,see Appendix A Figure 1:Location Map. The property area is approximately 12.4 acres. 2 EXISTING CONDITIONS The project is within Federal Emergency Management Agency's Flood Hazard Zone X,or within an area determined to be outside the 0.2 percent annual chance floodplain,see the Flood Hazard Assessment Report included in Appendix C. Off-site runoff onto the site from the west,north or east is not anticipated as:the site slopes downward from east to west,see Appendix A Figure 2 for existing topographic survey;there appears to be a dry swale paralleling the northern boundary;and there are existing catch basins along Paniolo Avenue,a County of Hawaii maintained roadway to the east However,Auwaiakekua Gulch crosses thru the Pheasant Ridge development to the west,then thru the site and exits along the western boundary. It is noted that a drainage easement for Auwaiakekua Gulch will need to be established through this property;which will be addressed in a separate Drainage Report. Existing improvements include: pre-school/worship,parsonage and garage buildings, asphalt concrete(AC)paved parking lot and gravel driveway.Additionally,the middle portion of the site appears to have been graded/disturbed. The pre-existing surface is classified as Hapuna- Waikui-Lalamilo complex. The Hapuna soil has a high runoff and low infiltrate rate;whereas the Waikui and Lalamilo soils have low runoff and high infiltration rates;see Appendix C for Web Soil Survey's:aerial view of the site,soil classification and descriptions. 3 PROPOSED CONDITIONS The proposed improvements include:a worship center,community center and parsonage buildings;a Verizon building,antenna and telephone conduits;AC paved driveways and parking lot; a basketball court and baseball field;and utilities. The proposed grading will generally slope downwards from east to west similar to the existing condition;see Appendix A Figure 3 for proposed conditions and grading. For the existing condition,the calculated rainfall runoff is 9.71 cfs. When all proposed improvements are completed,the calculated rainfall runoff is 24.05 cfs. Rainfall runoff will be directed towards drain sumps,with each drain sump having a 2 cfs capacity;therefore,8 drain sumps are required to dissipate the 14.35 cfs net increase in rainfall runoff. Conceptual locations of these 8 drain sumps are shown on Appendix A Figure 3;and a drain sump detail is provided in Appendix A Figure 4.
