Dear Ms. Chang:
The Federal Highway Administration (FHWA), in coordination with the Hawaii Department of
Transportation (HDOT), is planning the Nanue Stream Bridge Rehabilitation Project(the
Project) on Hawaii Belt Road approximately 16 miles north of Hilo at Milepost(MP) 18.5 in the
Honohina Ahupuaa on Hawaii Island. The FHWA has determined the Project will have No
Adverse Effect to historic properties and requests the State Historic Preservation Officer's
(SHPO's) concurrence on the effect determination, in accordance with Section 106 of the
National Historic Preservation Act(NHPA) of 1966, as amended (2006).
Description of the Undertaking
The subject project is located in the Honohina District, approximately 16 miles north of Hilo on
Hawaii Island and carries Hawaii Belt Road over Nanue Stream (See enclosed Figures)
submitted via the Hawaii Cultural Resource Information System [HICRIS]). The proposed
undertaking will rehabilitate Nanue Stream Bridge to address the deterioration in the
superstructure by repairing steel truss members, bearings, gusset plates, rivets, etc.; address
spalls delamination in the concrete deck, bridge railings, column pedestals and foundations;
clean and paint the steel members following the repairs; and address scour deficiencies for the
bridge foundations. The rehabilitation proposed is consistent with and will adhere to the
Secretary of Interior's Standards for the Treatment of Historic Properties (36 Code of Federal
Regulations [CFR] Part 68, 1995) and will be overseen by an architectural historian meeting the
Secretary of Interior Professional Qualification Standards (36 CFR Part 61). Project plans are
included as Attachment 2 for the State Historic Preservation Officer (SHPO)review to ensure
consistency with the Treatment Standards.

Area of Potential Effects
The Area of Potential Effect(APE) is approximately 16 miles north of Hilo at MP 18.5 of the
Hawaii Belt Road. It is approximately 100 feet wide by 1,200 feet long along the roadway in the
State Right of Way, and 300 feet by 1,000 feet makai of the highway at TMK: (3) 3-2-001-008.
The total project acreage is 10.7 acres.
The SHPD accepted the APE on April 15, 2024 (Project No. 2023PR01507, Doc. No.
240451405) and advised that should the APE need to be changed or refined in the future, your
office should be notified. The Project plans have not changed since that time and no
modifications to the APE have occurred. See Attachment 1 for the APE boundary, Attachment 2
for the Project plans, and Attachment 3 for site photos.
Identification of Historic Properties
Individuals meeting the Secretary of the Interior's (SOI)Professional Qualifications Standards
reviewed available information, including National Register of Historic Places (NRHP) listings,
information derived from online research and other sources to identify historic properties in the
APE.
In response to HDOT's request for information on Native Hawaiian Organizations or Hawaiian
descendants with an interest in the undertaking or project location, the SHPO recommended
consulting the U.S. Department of the Interior's Native Hawaiian Organization Notification List
and consider including interested parties such as civic clubs and historic preservation groups. A
Section 106 notice/advertisement of consultation was published in the Hawaii Tribune Herald
and West Hawaii Today newspapers on March 29, 2024. Native Hawaiian organizations, and
Native Hawaiian descendants, with ancestral lineal or cultural ties to, cultural or historic
properties knowledge, or cultural or religious attachment to the proposed project area as well as
other individuals and organizations with a demonstrated legal, economic, or historic property
concern were asked to provide information of known historic properties in the APE. FHWA
transmitted Section 106 consultation letters dated March 13, 2024; to the following organizations
or individuals:

Each were asked to review the proposed undertaking, comment on the APE and share
information regarding historical and cultural sites within the APE. Recipients were asked to
respond within 30 days from notice. Two responses were received.
The Office of Hawaiian Affairs (OHA) commented during the 30-day NHO notification period.
OHA would like to participate as a consulting party but has no comments on the APE.
The Hawaii County Resources Commission (CRC) commented during the 30-day NHO
notification period. CRC would like an in-person presentation during the month of July 2024 to
be informed of the project but has no comments on the APE.
In SHPD's April 15, 2024 correspondence was a recommendation for HDOT and FHWA to
research the SHPD Library to determine whether any archaeological identification efforts have

taken place in or around the APE. Our SHPD Library research found no record of archaeological
studies completed near the project area and APE.
FHWA identified one historic property in the APE through research and consultation. Nanue
Stream Bridge is listed on the State of Hawaii Department of Transportation State Historic
Bridge Inventory and Evaluation (SHBIE) (2013).
Nanue Stream Bridge is listed twice in the SHBIE. The following is summarized from pages
6-11 and 6-149:
Nanue Stream Bridge (Bridge Number 001000190308146)was constructed in 1952. It is
a steel trestle bridge type with concrete open horizontal parapet/railing type, and it is
listed on the Hawaii Register with a high preservation value. Its character defining
features are:
• One of six registered steel trestle bridges on the Hamakua coast
• Uncommon use of steel material in Hawaii's extreme marine environment
• Engineering significance of the trestle structure of the early twentieth century
• Associated with the sugar plantation industry
• Associated with the Hilo Railroad Company
• Associated with three founders of the Hilo railroad company

• Associated with Post-War Hawaii Belt Road District

Assessment of Effects
Typically, bridge rehabilitation results in an effect in historic properties. However, we are
implementing the following as mitigation to retain the original appearance and integrity of
Nanue Stream Bridge.
• Replacing in-kind steel truss members, bearings, gusset plates, nearly identical
components to the original rivets, etc. that have corrosion and section loss;
• Addressing spalls delamination in the concrete deck, bridge railings, column pedestals
and foundations, such that the original characteristics are retained;
• Cleaning and painting the steel members following the repairs to a near resemblance of
the original bridge; and
• Addressing scour deficiencies for the bridge foundations to maintain the original
substructure.

Basis of Determination
Based on the mitigation efforts described above for the rehabilitation, FHWA has determined in
accordance with 36 CFR § 800.5(b)that the Project will have No Adverse Effect on historic
properties, as the project is rehabilitating the historic property in a manner consistent with the
Secretary's Standards for the Treatment of Historic Properties (36 CFR part 68) and applicable
guidelines to avoid adverse effects.
The FHWA requests your concurrence with the No Adverse Effect determination for the Nanue
Stream Bridge Rehabilitation Project on Hawaii Belt Road at MP 18.5 pursuant to 36 CFR. §
800.5(b). Please notify us within 30 days if you disagree with FHWA's finding. If you have any

The State Historic Preservation Division (SHPD) received a letter dated December 15, 2023 from the State of
Hawaii Department of Transportation (HDOT), on behalf of the Federal Highway Administration (FHWA), to
initiate the NHPA Section 106 consultation process,request information, and request the State Historic Preservation
Officer's(SHPO's)concurrence with the Area of Potential Effects(APE) for the Hawaii Belt Road Nanue Stream
Bridge Rehabilitation project on the island of Hawaii. The SHPD received this submittal on December 19, 2023
(HICRIS Submission No.2023PR01507.001).
The proposed HDOT project will receive funding and oversight from the Federal Highway Administration(FHWA)
and is therefore a federal undertaking as defined in 36 CFR 800.16(y);the FHWA determined the proposed project
is subject to compliance with Section 106 of the NHPA. Pursuant to the Programmatic Delegation of Authority
(May 2016), the FHWA has delegated Section 106 consultation to HDOT. The project is also subject to historic
preservation review under Hawaii Revised Statutes(HRS) §6E-8.
According to the letter received, the proposed project is in Honohina, approximately 16 miles north of Hilo at
Milepost 18.5 of the Hawaii Belt Road (Route 19). The rectangular shaped APE extends 1,121 feet to the north
from the northern terminus of Nanue Stream Bridge and 401 feet south from the southern terminus of the bridge.
The bridge itself measures 528 feet long. The total length of the APE is 2,050 feet and the width is 110 feet. The
APE includes the bridge footprint, construction and staging areas, and the highway right of way. The APE acreage
totals 5.5 acres.At this time,the SHPO has no objections to the APE as it is defined.
The SHPD reviewed the list of parties HDOT, on behalf of FHWA, intends to invite to consult per the Section 106
process for the proposed project and has no additional contacts to provide at this time.

The SHPD looks forward to continuing the Section 106 process for the proposed undertaking. Please provide with
future correspondence a detailed and complete written scope of work for review.
Please submit all forthcoming information and correspondence related to the subject project to SHPD via HICRIS
under Project No.2023PR01507 using the Project Supplement option.
The HDOT and the FHWA are the offices of record for this undertaking. Please maintain a copy of this letter with
your environmental review record for this undertaking.
