2 <br /> Area of Potential Effects <br /> The Area of Potential Effect(APE) is approximately 16 miles north of Hilo at MP 18.5 of the <br /> Hawaii Belt Road. It is approximately 100 feet wide by 1,200 feet long along the roadway in the <br /> State Right of Way, and 300 feet by 1,000 feet makai of the highway at TMK: (3) 3-2-001-008. <br /> The total project acreage is 10.7 acres. <br /> The SHPD accepted the APE on April 15, 2024 (Project No. 2023PR01507, Doc. No. <br /> 240451405) and advised that should the APE need to be changed or refined in the future, your <br /> office should be notified. The Project plans have not changed since that time and no <br /> modifications to the APE have occurred. See Attachment 1 for the APE boundary, Attachment 2 <br /> for the Project plans, and Attachment 3 for site photos. <br /> Identification of Historic Properties <br /> Individuals meeting the Secretary of the Interior's (SOI)Professional Qualifications Standards <br /> reviewed available information, including National Register of Historic Places (NRHP) listings, <br /> information derived from online research and other sources to identify historic properties in the <br /> APE. <br /> In response to HDOT's request for information on Native Hawaiian Organizations or Hawaiian <br /> descendants with an interest in the undertaking or project location, the SHPO recommended <br /> consulting the U.S. Department of the Interior's Native Hawaiian Organization Notification List <br /> and consider including interested parties such as civic clubs and historic preservation groups. A <br /> Section 106 notice/advertisement of consultation was published in the Hawaii Tribune Herald <br /> and West Hawaii Today newspapers on March 29, 2024. Native Hawaiian organizations, and <br /> Native Hawaiian descendants, with ancestral lineal or cultural ties to, cultural or historic <br /> properties knowledge, or cultural or religious attachment to the proposed project area as well as <br /> other individuals and organizations with a demonstrated legal, economic, or historic property <br /> concern were asked to provide information of known historic properties in the APE. FHWA <br /> transmitted Section 106 consultation letters dated March 13, 2024; to the following organizations <br /> or individuals: <br /> • State of Hawaii,Department of Land and Natural Resources(DLNR) State Historic <br /> Preservation Division (SHPD) <br /> • State of Hawaii DLNR, Aha Moku Advisory Committee <br /> • State of Hawaii, Department of Hawaiian Home Lands <br /> • Hawaii County Cultural Resources Commission <br /> • Hawaii Island Burial Council <br /> • State of Hawaii, Office of Hawaiian Affairs <br /> • Association of Hawaiian Civic Clubs <br /> • Association of Hawaiians for Homestead Lands <br /> • Au Puni 0 Hawaii <br /> • Council for Native Hawaiian Advancement <br /> • Friends of Iolani Palace <br />
