• obstacles - The major obstacles of producing affordable special needs housing <br />are the lack o £financial resources and the lack of infrastructure. The County <br />hopes to leverage other sources of funds by providing federal funds to <br />subsidize the cost of housing. <br />In addition, community acceptance of special needs housing may be an <br />obstacle. Many of these homes are covered under the Federal Fair Housing <br />.Act. However lack of understanding of the Act may be an obstacle in <br />developing special needs housing in communities. <br />• General priorities for allocating federal funds g_eogrWhieally - The County <br />does not allocate its federal funds geographically. A request for proposal <br />process is used to allocate funds to activities. <br />• General priorities for allocating federal funds - The request for proposal <br />process for HOME and CDBG funds is designed to assign points to various <br />criteria. One of the criteria is the consistency with the County's CP and its <br />priorities. Projects that address high priority activities will be awarded higher <br />points than medium or low priority projects. <br />• Specific special needs objectives - As stated in the housing section, the <br />County plans to construct 100 affordable rental units for the elderly with <br />HOME and/or CDBG funds. <br />• Describe how funds will be used to address needs for the period of the <br />Counry's CP - The most pressing need in the County of Hawaii is affordable <br />Housing. Therefore, the County has designated Housing as high priority for <br />use of its HOME, and CDBG funds. Project proposals that address this need <br />and priority will be given higher points in the Project Proposal selection <br />system. <br />111. Obstacles to Housing Priorities <br />The major obstacles of producing affordable housing are the lack of financial resources <br />and the lack of infrastructure. The county hopes to leverage other sources of funds (i.e, <br />USDA, State, Federal, and private) by providing federal funds to subsidize the cost of <br />housing. <br />In addition, the availability and the ability to acquire land suitable for housing and <br />community acceptance of affordable housing projects may also be an obstacle. <br />IV. Needs <br />The following section describes the State's and County's estimated housing needs for the <br />next five years (2010 - 2014). The data is based upon the 2000 U.S- Census data; the <br />Hawaii Housing Policy Study, 2006; the Homeless Point -in -Time Count Report, 2009; <br />and the CHAS provided by HUD, <br />2010-14 CP Fiml 19 <br />
