PART I. STAFFING, FEES AND COSTS, AND ON-SITE FACILITIES <br />3-I.A. OVERVIEW <br />Several functions of program administration are crucial to running an FSS program. A Public <br />Housing Agency (PHA) may need to employ a program coordinator, or decide to contract with <br />another organization to administer the program. In addition to staffing issues, PHAs should <br />understand how program funding and expenses work in order to keep the program running <br />smoothly. Finally, PHAs need to sort out whether and how to make common areas or unoccupied <br />units to provide supportive services. <br />3-I.B. PROGRAM ADMINISTRATION STAFF AND CONTRACTORS <br />[24 CFR 984.301(b)] <br />PHAs have the choice between hiring their own staff and contracting with an outside <br />organization to administer their FSS program. If the PHA should choose to employ its own staff, <br />the staffing levels should be appropriate, and may include one or more FSS coordinators. If the <br />PHA chooses to contract with an outside organization, the organization's staffing levels must <br />likewise be appropriate to establish and administer the FSS program, and the organization's <br />responsibilities would include managing the FSS account in accordance with federal regulations. <br />PHA Policy <br />The PHA will employ appropriate staff, including one or more FSS coordinators or <br />program coordinators to administer its FSS program. <br />© Copyright 2014 by Nan McKay & Associates <br />Unlimited copies may be made for internal use. <br />Page 3-2 <br />Model FSS Action Plan 9/1/14 <br />
