PART II: PROGRAM COORDINATING COMMITTEE <br />3 -ILA. OVERVIEW <br />As another integral part of FSS program administration, each participating PHA must establish a <br />program coordinating committee (PCC) whose functions will be to assist the PHA in securing <br />commitments of public and private resources for the operation of the FSS program within the <br />PHA's jurisdiction, including assistance in developing the action plan and in implementing the <br />program [24 CFR 984.202(a)]. <br />The PCC must consist of certain members, which are dependent upon whether the PHA is <br />operating a public housing or housing choice voucher program. In addition to these required <br />members, the PCC may also include additional members recommended by regulation. <br />3-ILB. PROGRAM COORDINATING COMMITTEE MEMBERSHIP <br />Required PCC Membership [24 CFR 984.202(b)(1)] <br />For a public housing FSS program, the PCC members required consist of representatives of the <br />PHA and public housing residents. The public housing resident representatives on the PCC will <br />be solicited from one or more of the following groups: <br />An area -wide or city-wide resident council <br />If the PHA will be transferring FSS participants to vacant units in a specific public housing <br />development, the resident council or resident management corporation of the public housing <br />development where the public housing FSS program is to be carried out <br />Any other public housing resident group that the PHA believes is interested in the FSS <br />program and would contribute to the development and implementation of the FSS program <br />For a housing choice voucher FSS program, the PCC membership must consist of representatives <br />of the PHA and participants of the HCV program or HUD's public or Indian housing programs. <br />PHA Policy <br />The PHAs representative to the program coordinating committee will be the FSS <br />coordinator. <br />© Copyright 2014 by Nan McKay & Associates <br />Unlimited copies may be made for internal use. <br />Page 3-5 <br />Model FSS Action Plan 9/1/14 <br />
