Mr. Zendo Kern, Director <br /> March 30,2024 <br /> Page 4 <br /> project will address all essential infrastructure requirements without <br /> burdening the community and County. <br /> The project also fulfills the objectives of the Hamakua CDP, as outlined in <br /> Chapter V-C. Specifically, it implements the character, agricultural, and <br /> growth management goals. <br /> The dwelling has been built in accordance with the prevailing building and <br /> associated codes, including the Zoning Code such as parking, setback, and <br /> height. Further,the 5-room B&B meets the standards for a B&B as <br /> outlined in the County Zoning Code. <br /> C. Impacts to Surrounding Properties <br /> The existing 8-room dwelling would be used for this project. As such, <br /> physically or visually,this request is somewhat akin to "what you see is <br /> what you get". <br /> The existing background ambient noise level in this area is wind, foliage, <br /> birds, and the like. The significant manmade noise is influenced by the <br /> traffic associated along the Hawai'i Belt Highway. The Highway, <br /> however, is nearly a'/z mile from the subject site. <br /> With the conversion of the existing eight(8)bedroom dwelling into a 5- <br /> room B&B,there will be a minor increase in traffic along Kalaoa Camp <br /> Road. This would be unlike if additional rooms were to be constructed. <br /> As such,the traffic impact to both Kalaoa Camp Road and the Hawai'i <br /> Belt Highway should not be significant, if at all. <br /> Further,there will be no construction related noise and dust impacts, as <br /> none are being contemplated associated with this request. <br /> The proposed use should not generate any direct air quality impact. As the <br /> project itself is not expected to have uses that generate adverse air <br /> pollutants,the only discernible air quality impact would be associated with <br /> the few vehicular traffic to and from the subject site. While the added <br /> traffic could have an impact to the ambient air quality,the impact should <br /> not be significant. This is due in part to the higher EPA standards for <br /> vehicular air emissions and the prevailing Tradewinds. <br /> D. Suitability of the Site <br /> The site is suitable for the requested use. The subject site is already <br /> established and provides services to at least three (3) guests within the <br /> B&B. Adding two(2)more rentable rooms within the existing dwelling, <br />
