AMENDED REPORT (March 29 2024) <br /> PROPOSED 2-ROOM ADDITION TO AN EXISTING 3-ROOM BED AND <br /> BREAKFAST <br /> SPECIAL PERMIT (SPP 13-000151) APPLICATION <br /> GARVIN AND LAURA GOODE <br /> ALEAMAI, SOUTH HILO, HAWAII <br /> TAX MAP KEY: (3) 2-7-008: 130 <br /> I. INTRODUCTION <br /> In a letter, dated February 8, 2024, the County Planning Department <br /> accepted the application of Garvin and Laura Goode ("Applicants") to <br /> amend Special Permit (SPP 13-000151) by converting a 3-room Bed and <br /> Breakfast ("B&B") into a 7-room inn within an 8-bedroom single family <br /> residential dwelling. <br /> After due consideration of their personal goals, the nature of their current <br /> B&B operation, and the added permitting requirements to convert the B&B <br /> into an inn, the Applicants realize that continuing their B&B operation and <br /> increasing the number of rentable rooms from three (3) to five (5) rentable <br /> rooms would best fulfill their objectives. Accordingly, they wish to forego <br /> their request to establish a 7-room inn and instead request to increase the <br /> number of their B&B from three (3) to five (5) rentable rooms. <br /> II. PROJECT LOCATION <br /> The subject site is located on the mauka side of the Hawai'i Belt Highway <br /> (19), approximately % mile north or Hamakua side of the intersection of the <br /> Old Mamalahoa Highway and Highway 19. More specifically, it is located on <br /> the north side of Kalaoa Camp Road, approximately 600 feet west of <br /> Highway 19. (Figures 1 and 2) <br /> The B&B is situated on a 2.323-acre site, identified as (3) 2-7-008: 130. The <br /> Applicants recently moved into their recently completed dwelling located <br /> across of the B&B on a 3.131 acre site, identified by TMK: (3) 2-7-008: 144. <br /> (Figure 2) They intend to either have a family member or a non-family <br /> member live in and operate/manage the B&B. <br /> III.
