I. INTRODUCTION <br /> Brian Kroll ("applicant")is requesting a Special Permit to establish a church on a 1.0-acre <br /> parcel identified as TMK (3) 1-5-040: 205. The subject parcel is located at 15-1740 241h <br /> Avenue within the Hawaiian Paradise Park(HPP) subdivision, approximately 150 feet north <br /> of its intersection with Paradise Drive. Access to the subject parcel is from 24th Avenue (Ohe <br /> Avenue) (Figure 1). <br /> Mr. Kroll owns the Pacific Baptist Church(PBC), which was chartered as a domestic <br /> nonprofit corporation 501(c)(3)in August 2013. PBC is an independent Baptist Church that <br /> strives to provide a safe and protected place of worship and fellowship for individuals from <br /> diverse backgrounds who share a common belief in God through the teaching of sound <br /> doctrines found in the Bible. The PBC originally operated in Hilo. The applicant purchased <br /> the subject property in HPP in 2017 with the intention of relocating his church services when <br /> the former property lease expired, and rent was raised. <br /> Under the Special Permit request, the applicant intends to construct one (1) 1,650 square foot <br /> pavilion for church services and two (2) covered decks for community use; one 256 square <br /> feet and one 640 square feet. Additionally, the applicant wishes to use a temporary canopy <br /> tent on site for church services until the permanent facilities are constructed. <br /> The applicant hopes to secure Special Permit approval as soon as possible and begin the <br /> Building Permit process immediately thereafter. Construction is anticipated to take <br /> approximately 12 months and cost roughly $100,000. <br /> The PBC helped many displaced people during the 2018 Kilauea eruption and intends to <br /> continue to be an active distributor of produce and canned goods to the community from the <br /> subject property. <br /> Similar Special Permits have been approved for nearby parcels within one (1) mile of the <br /> subject property and thus approval of this request would be logical and in keeping with the <br /> surrounding land use. <br /> II. PROJECT DESCRIPTION <br /> 3A. Project Concept and Components <br /> The applicant respectfully requests a Special Permit to construct and operate a church on <br /> the 1.0-acre subject property that is zoned for agricultural use. The applicant also wishes <br /> to use a temporary canopy tent on site for church services until the permanent facilities <br /> are constructed. Temporary permits will be sought for this proposed use. <br /> 4 <br />
