makai of the subject parcel is the ocean, and high cliff with no designated or existing <br /> shoreline access across the subject parcel. <br /> 14. Flood Insurance Rate Map (FIRM): The subject parcel and project area are within <br /> Flood Zone X, or outside of the 500-year flood plain. <br /> 15. Sea Level Rise: According to the State of Hawaii Sea Level Rise Viewer (SLR-Xa), the <br /> subject parcel is not within the 3.2 ft. Sea Level Rise Exposure Area, nor the 3.2 ft. <br /> Passive Flooding area. <br /> 16. Flora/Fauna Resources: The applicant did not complete a "biotic" survey of the subject <br /> parcel; however, they do not believe that any rare, threatened, or endangered floral or <br /> faunal resources are likely to be found within the project parcel. Several non-native <br /> vegetation species such as strawberry guava and Guinea grass are located on the property, <br /> none of which require protection or preservation. Species of shorebirds may be found <br /> along the shoreline, however that is outside the project area, and down a high cliff. <br /> 17. Archaeological Resources: Although no archaeological survey of the site was conducted <br /> for this application, it is highly unlikely that any historic sites would be found as the <br /> property has been completed graded and cleared for previous sugar cane (agricultural) <br /> uses, the creation of the subdivision, and related improvements associated with a well- <br /> developed residential subdivision. SHPD did not respond to a request for review under <br /> Ch. 6E-42; however, the County has stated that the proposed project will have no affect <br /> on cultural or archaeological resources. <br /> 18. Cultural/Historic Resources: The shoreline area located adjacent to the subject parcel is <br /> not currently nor historically used for coastal gathering and fishing as it is bounded by a <br /> high cliff and there is no access or trails to the shoreline in this area. The parcel has been <br /> cleared, graded, and developed in the past and therefore it would be unlikely that the site <br /> would serve any traditional purpose or use. There is an existing shoreline access <br /> easement located south of the project site at Hakalau Bay, a County of Hawaii owned <br /> park. <br /> 19. Scenic and Open Space Resources: The construction of a new single-family dwelling is <br /> anticipated to have minimal impacts on scenic views, especially since the site has been <br /> previously cleared from agricultural uses, and the surrounding parcels are developed with <br /> -3- <br />
