Pastorek Single-Family Residences in the Conservation District atMaku`u <br /> Final Environmental Assessment <br /> The proposed project would include the construction of one (1) single-family residence on each <br /> of the two adjacent lots. A site plan for the properties can be found in Figure 9. Floor plans for <br /> each structure are represented in Figures 10-25 and will be discussed in detail in the section <br /> below. Each parcel will have its own utilities, one (1) driveway, one (1)well for drinkingwater <br /> and an Individual Wastewater System (IWS) approved by the Department of Health. The Draft <br /> Environmental Assessment previously proposed shared utilities between the adjacent parcels_ <br /> however_ this option has been replaced with individual utilities to be more consistent with <br /> Conservation District regulations and setbacks outlined in Hawaii Administrative Rules (HART <br /> Chapter 13-5. Lot A will include less than one (1) acre forrg azing and an aquaculture pond is <br /> proposed for Lot B. A modified Aquaculture Management Plan outlining Best Management <br /> Practices (BMPs)for the proposed pond is attached in Appendix A. <br /> Construction activities would occur on approximately 0.5 acres on each parcel, with minor short- <br /> term impacts to noise, air, and water quality. BMPs would be followed to mitigate any potential <br /> impacts. Earthwork and grading will conform to all laws, regulations and standards associated <br /> with Conservation Districts as outlined in HAR Chapter 13-5 and Chapter 10 Hawaii County <br /> Code. <br /> Both Properties have been surveyed for rare, threatened, and endangered flora and fauna and <br /> none were detected. However, the endangered Hawaiian hoary bat(Lasiurus cinereus semotus) <br /> and formerly endangered Hawaiian hawk(Buteo solitarius) are assumed to occasionally use <br /> portions of the site for purposes of the environmental analyses contained in this Environmental <br /> Assessment. Impacts to these species will be mitigated under the proposed action to consolidate <br /> and re-subdivide the Properties as discussed above. Less than one acre of land will be utilized for <br /> grazing purposes on Lot A. Landscaping plans include 11,37=0=s=uare feet on Lot A and 11.255 <br /> square feet on Lot B. Proposed flora consists primarily of native_ Polynesian introduced_ or fruit <br /> bearing/edible plants. All non-native plants have been evaluated for potential invasiveness <br /> according to HAR Chapter 13-5. The landscape schedule has been modified to ensure continuity <br /> and will be strictly followed if approved during the CDUA process. The modified landscape plan <br /> can be seen in Figures 26 and 27. <br /> The Properties shoreline consists of hazardous cliffs, which show signs of recent and ongoing <br /> erosion. A Coastal Erosion Study (CES)was prepared by Timothy E. Scheffler, Ph.D., and John <br /> P. Lockwood, Ph.D., which can be found in Appendix B. All proposed structures will be setback <br /> at least 130 feet from the certified shoreline. The proposed storage/art studio has been moved <br /> closer to Residence B and over 130 feet away from the shoreline. The proposed action will not <br /> significantly impact costal hazards with these setbacks. A Shoreline Survey was certified for <br /> both Properties on 4/14/2021 and is represented in Figure 28 and 29. The Certified Shoreline <br /> Survey for Parcel 026 displays livestock sheds, which have since been removed. <br /> There are no sandy beaches on either Parcel 026 or Parcel 027 or in the nearby area and there is <br /> no safe access to the water along the shoreline fronting the Properties due to treacherous cliffs. <br /> The Planning Department has indicated it will recommend imposition of a condition on the <br /> landowner_ its successor_ or assigns_ through the SMA permits_ that prohibit them from <br /> constructing a wood_ metal or rope ladder_ platform_ steps_ stairs_ concrete pads_ or any other <br /> constructed appurtenance in order to gain access to the ocean from the top of the Pali of the <br /> Properties.
