Pastorek Single-Family Residences in the Conservation District atMaku`u <br /> Final Environmental Assessment <br /> PART 1: PROJECT DESCRIPTION AND E.A. PROCESS <br /> 1.1 Project Description and Location <br /> Mr. Ryan Pastorek wishes to build one (1) single-family residence on Parcel 026 (Lot A based <br /> on proposed new lot lines) and Mr. Paul Pastorek wishes to build one (1) single-family residence <br /> on Parcel 027 (Lot B). The Properties are located makai of Government Beach Road in the <br /> Conservation District near the Hawaiian Paradise Park subdivision in the Puna District on the <br /> Island of Hawaii. <br /> Mr. Ryan Pastorek and Paul Pastorek intend to consolidate and re-subdivide the Parcel 026 and <br /> Parcel 027, moving the lot line to the north, with no resulting increase in density. This request <br /> will allow for lesser impact to the heavily vegetated portion of Lot B and greater setback from <br /> the neighboring parcel to the south. Building plans include one (1) single-family residence on <br /> each of the two (2) adjacent lots as seen in the site plan (Figure 9). <br /> I,ot A <br /> Residence A on Lot A would be built for Mr. Ryan Pastorek and is proposed to include a 3.980 <br /> square foot home with three (3)bedrooms, three and a half(3.5)bathrooms, a kitchen and <br /> living/dining room, covered lanai areas_ and two (2) outdoor showers. This home will also be <br /> equipped with a 725 square foot garage. The garage for Residence A is proposed to protect cars <br /> from weathering which is a concern this close to the coast. It is proposed to be detached_ roughly <br /> 20 feet from the dwelling_ to provide for better natural light and air circulation to the south side <br /> of the house. The proposed location would also not block desired views from this side of the <br /> house. Further_ the proposed modest separation will serve to buffer potential noise and vibration <br /> impacts on the home from the gara�proposed `auto courts' labeled on the floor plans are <br /> simply areas where cars can easily_ maneuver to enter and exit theag=rage or turn around near the <br /> house. No section of the building is above 25 feet in height at current grade. See Figures 10-13 <br /> for the floor plan of this residence. <br /> Single-family residences must also conform to design standards as outlined in HAR Chapter 13- <br /> 5-24, R-7 Single Family Residence (13-1). Several features have been implemented into the site <br /> plans to conform to design standards that blend in with the natural features of the site and <br /> provide sustainable functions. Some of these design features include wood screening, stone walls <br /> and chimney and solar panels for a renewable energy source. <br /> A storage/animal shelter is also proposed for Lot A, to support grazing sheep, store equipment, <br /> and feed. This structure is proposed to be 291 square feet(Figures 14-16). Grazingofof sheeb is <br /> proposed to occur on less than one (1) acre of land. Fencing would be constructed around this <br /> area. Sheep are relatively low maintenance animals: therefore_ care is minimal. The shelter is <br /> proposed to maintain sheep health by providing protection from the elements including the sun_ <br /> wind_ and rain. Occasional hoof trimming will be required_ along with salt and mineral <br /> supplements. Milk replacement formula will be kept on hand in case of lambs not being cared for <br /> by their mother ewe. Shearing would occur as needed and the applicants will routinely clean ub <br /> sheep droppings. The upper storage area of the animal shelter is proposed for animal supplies <br /> and equipment. It is intentionally proposed to be stored above ground and separately from where <br /> 10 <br />
