IV. INSTITUTIONAL CONSIDERATIONS <br /> A. State Land Use <br /> The State Land Use designation of the subject property is Rural. As such, a <br /> Special Permit from the County of Hawaii Planning Commission is required to <br /> authorize the requested use. <br /> B. County General Plan <br /> The County General Plan Land Use Pattern Allocation Guide ("LUPAG") map was <br /> not designed to be specifically measurable and instead be a broad-brush <br /> description of desired and use patterns. However, with the advent of technology, <br /> the map was formatted into measurable patterns. <br /> The "LUPAG" map designates the site on the GIS designated map as class <br /> Important Agricultural Lands (IAL) and Rural (RUR). <br /> Whether Important Agriculture or Urban Expansion, because the proposed B&B <br /> use of this site will not result in the reduction of any currently cultivated land <br /> with it's predominantly residential use, the requested Special Permit would not <br /> be inconsistent with either of those General Plan LUPAG designation, and no <br /> amendments would be required. <br /> C. Kona Community Development Plan <br /> Relative to the Kona CDP, Section 15. 1 of the County General Plan called for the <br /> development and eventual County Council adoption of Community Development <br /> Plans. The General Plan states that the CDP " will translate the broad General <br /> Plan statements to specific actions as they apply to specific geographical areas. <br /> "The General Plan also notes that should the CDP require a General Plan <br /> amendment, it could be considered concurrent with the adoption of the CDP. <br /> However, if there is a direct conflict between the Community Development Plan, <br /> the General Plan shall be controlling. <br /> The Land Use map of the CDP appeared to follow or utilize the digitized version <br /> of the General Plan LUPAG map. <br /> The CDP also identified several principles related to its overall " vision". These <br /> principles and their relationship to the proposed B& B follow. <br /> a. Protect Kona's natural resources and culture <br />
