Supportive Information: A Special Permit is required to operate a bed and breakfast <br /> establishment in the State Land Use Rural District. The applicants have submitted the <br /> attached in support of the request. (Planning Department Exhibit 1 — Special Permit <br /> Application dated September 6,2023) <br /> BACKGROUND INFORMATION <br /> 9. Building Permits: According to records on file with the Building Division, the following <br /> building permits have been issued and completed for the subject property: <br /> • Building Permit No. 14148: Completed on September 1, 1953 for a new dwelling. <br /> • Building Permit No.996139: Completed on September 30, 1999 for an alteration <br /> to the existing dwelling,to convert a patio to living area. <br /> • Building Permit No. 996140: Completed on September 30, 1999, for an addition <br /> of outdoor accessory space. <br /> 10. Building Division Complaint: According to comments from the Department of Public <br /> Works, a complaint is on file with the Building Division regarding retaining walls used in <br /> landscaping on the subject property and the alleged violation is outstanding. The applicant <br /> has stated that they will communicate with the Building Division to address this issue. <br /> STATE & COUNTY PLANS <br /> 11. State Land Use District: Rural. <br /> 12. General Plan Land Use Pattern Allocation (LUPAG)Map: The General Plan LUPAG <br /> map classifies a portion of the subject property as Rural (rur), which refers to lands that <br /> include existing subdivisions in the State Land Use Agricultural and Rural districts that <br /> have a significant residential component. Typical lot sizes vary from 9,000-square feet to <br /> two acres. These subdivisions may contain small farms, wooded areas, and open fields as <br /> well as residences.Allowable uses within these areas,with appropriate zoning,may include <br /> commercial facilities that serve the residential and agricultural uses in the area, and <br /> community and public facilities. The property also has a portion classified as Important <br /> Agricultural Land (ial), which refers to land with better potential for sustained high <br /> agricultural yields because of soil type, climate,topography, or other factors. <br /> 13. County Zoning: Residential Agricultural-0.5 acres (RA-.5a). <br /> -2- <br />
