III. PROJECT DESCRIPTION <br /> A. Project Background and Concept <br /> The Applicant's parents and their ohana have owned the subject and <br /> immediately surrounding properties for several generations. As such and <br /> fittingly, the 9+ foot wide paved road within the 50-foot wide access/utility <br /> easement bisecting the property is called "Duarte" Road, the applicant's <br /> family name. <br /> The subject property has been used primarily for cattle grazing purposes. <br /> There is an existing 4,000+/- square foot, 5-bedroom dwelling on the site <br /> that was constructed in 1991 for the family of one of the landowners. The <br /> approved building permit identified four (4) bedrooms. The den above the <br /> garage has been used as a bedroom for over 10 years, resulting in the 5th <br /> bedroom. This will be the Applicant's room. If needed, a "de facto" use <br /> conversion permit from the Building Department will be secured. <br /> Within the past few years, the Applicant and other family members have <br /> operated the subject dwelling as a "hosted" short term vacation rental <br /> ("STVR"), with the "host" being the Applicant and at times, her parents. <br /> This approach was taken to supplement the income of the family member <br /> on a more sustainable basis. <br /> It should be noted that prior to its operation, the Applicant conferred with <br /> the County Planning Department and was informed that the STVR <br /> requirement of the Zoning Code did not apply to a "hosted" STVR. <br /> Because the Applicant now wants to be in a position to serve breakfast <br /> and have greater interaction with its guests, the Applicant would like to <br /> operate a B&B consisting of four (4) bedrooms instead of a "hosted" <br /> STVR. As noted on the floor plan, (Figures 4a and 4b) the B&B would <br /> include one (1) room on the first floor and three (3) rooms on the second <br /> level. The Applicant would be living in the area identified as "owner <br /> studio" on the second floor. (See Figure 4b) <br /> The 4-room B&B would operate and be consistent with the criteria for <br /> B&B's outlined in the County Zoning Code. Specifically, these would be: <br /> 1. The operator will reside on the same building site. The operator will <br /> be living within the dwelling. <br /> 2. The rooms will be within the single-family dwelling. <br /> 2 <br />
