• Encourage, where appropriate, the establishment of visitor- <br /> related uses and facilities that directly promote the agricultural <br /> industry. <br /> • Encourage other compatible economic uses that complement <br /> existing agricultural and pastoral activities. <br /> The request would also not be contrary to the following goals, policies, <br /> and standards of the General Plan: <br /> Economic Element <br /> • Economic development and improvement shall be in balance with <br /> the physical and social environments <br /> • The County shall provide an economic environment which allows <br /> new, expanded, or improved economic opportunities that are <br /> compatible with the County's natural and social environment <br /> • The County shall strive for diversification of its economy by <br /> strengthening existing industries and attracting new endeavors <br /> Land Use Element <br /> • Designate and allocate land use in appropriate proportions and mix <br /> and in keeping with the social, cultural, and physical environments <br /> of the County <br /> • Protect and encourage the intensive utilization of the County's <br /> important agricultural lands <br /> • The County shall encourage the development and maintenance of <br /> communities meeting the needs of its residents in balance with <br /> the physical and social environment <br /> C. Kona Community Development Plan ("CDP") <br /> Relative to the Kona CDP, Section 15.1 of the County General Plan <br /> called for the development and eventual County Council adoption of <br /> Community Development Plans. The General Plan states that the <br /> CDP "will translate the broad General Plan statements to specific <br /> actions as they apply to specific geographical areas." The General <br /> Plan also notes that should the CDP require a General Plan <br /> amendment, it could be considered concurrent with the adoption of the <br /> 5 <br />
