20. Agricultural Lands of Importance to the State of Hawaii(ALISH): The subject parcel <br /> is unclassified. <br /> 21. Flood Zone: The property is situated within an area designated as Zone X on the Flood <br /> Insurance Rate Map (FIRM) by FEMA, an area of minimal flood hazard located outside <br /> the 500-year flood plain. <br /> 22. Flora/Fauna Resources: No professional floral or faunal survey was conducted of the <br /> property because the property has been almost fully cleared and improved for cattle <br /> grazing with associated structures. According to the applicant, they do not believe that <br /> rare or endangered floral or faunal resources are likely to be found within the subject site. <br /> The applicant states that due to the site's elevation, there is potential that the Hawaiian <br /> Hawk(I`o) and Owl (Pu`eo) may frequent the general area, but there are no signs that the <br /> parcel itself serves as a habitat for those birds. The applicant also stated that due to the <br /> rural seating of the area, introduced animals like mongoose, dogs, feral pigs, and cats, <br /> have been observed on the site. <br /> 23. Historic and Cultural Resources: No professional archaeological and cultural study <br /> was conducted of the property. According to the applicant, no archeological or historical <br /> features are known to exist on the subject property nor is the property listed as a historic <br /> site on the State or National Register of Historic Places. There are no known traditional <br /> or customary Native Hawaiian cultural rights being practiced within the subject property <br /> or any known cultural or historic resources existing on the property. The applicant reports <br /> that they believe it is unlikely to find any significant archeological features on the site as <br /> it has previously been fully developed for residential and agricultural uses. <br /> 24. Public Access: There is no public access to any shoreline or mountain areas on the <br /> property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 25. Access: The subject parcel is located on the mauka side of Mamalahoa Highway and is <br /> accessed via Duarte Road, a privately owned approximately 9-foot-wide paved roadway <br /> over a 50-foot-wide access and utility easement. Nonexclusive access to the subject <br /> property via the 50-foot-wide access and utility easement was granted via Grant of <br /> Easement and Covenants to Maintain Easement Agreement dated September 14, 1984. <br /> -4- <br />
