(d) "Coastal hazards"means any tsunami,hurricane,wind,wave, storm surges, <br /> high tide, flooding,erosion,sea level rise,subsidence,or point and nonpoint <br /> source pollution. <br /> (e) "Lot" means a parcel, tract, or area of land established by subdivision or as <br /> otherwise Iawfully established prior to the adoption of the Subdivision <br /> Control Code and accepted by the Planning Department. <br /> (f) "Minor structure" shall not alter the existing grade of the shoreline setback <br /> area and shall be limited to landscape features(i.e.,benches,chairs,borders, <br /> wooden trellis, bird feeders, signs, safety improvements, etc.); walkways <br /> for access; and sprinkler systems. <br /> (g) "Minor activity" means an activity that does not alter the existing grade of <br /> the shoreline setback area and may include activities such as landscaping <br /> and minor clearing(grubbing) of vegetation. <br /> (h) "Planning Commission" means the planning commission of the County of <br /> Hawaii. <br /> (i) "Planning Department' means that agency of the County of Hawaii <br /> consisting of the planning director and the necessary staff. <br /> (j) "Rebuild" means the reconstruction of a lawfully existing structure when <br /> the reconstruction is valued by a licensed professional engineer or architect <br /> at more than fifty percent of the replacement cost of the structure. <br /> (k) "Repair" means the fixing, renovation, improvement, or restoration of any <br /> part of a lawfully existing structure, but not the entire structure, solely for <br /> the purpose of its maintenance and which does not result in an addition to, <br /> or enlargement or expansion of, the lawfully existing structure. "Repair" <br /> includes, but is not limited to alteration of floors, roofs, walls, or the <br /> supporting structure of a building or the rearrangement of any of its <br /> component parts. <br /> (1) "Shoreline" means the upper reaches of the wash of the waves, other than <br /> storm and seismic waves, at high tide during the season of the year in which <br /> the highest wash of the waves occurs, usually evidenced by the edge of <br /> vegetation growth,or the upper limit of debris left by the vegetation growth, <br /> or the upper limit of debris left by the wash of the waves, which has been <br /> certified by the Board of Land and Natural Resources in accordance with <br /> its rules. <br /> (m) "Shoreline setback area" shall include all of the land area between the <br /> shoreline and the shoreline setback line,provided that if the highest annual <br /> Planning Department Rules of Practice chi Procedure 11-2 <br />
