This Special Permit Application intends to legitimize a permanent church facility and related <br /> infrastructure on site. Hawaiian Ocean View Estates is a severely underserved subdivision <br /> with a need for community church services. Similar Special Permits have been approved for <br /> nearby parcels within 1 mile of the subject property and thus approval of this request would <br /> be logical and in keeping with the surrounding land use. <br /> IL PROJECT DESCRIPTION <br /> 3A. Project Concept and Components <br /> The applicant respectfully requests a Special Permit to operate a church on the 1.0-acre <br /> subject parcel that is zoned for agricultural use. Refer to Figure 2 for site plan details. <br /> The applicant proposes the following elements as part of the Special Permit: <br /> I. Buildings: A new 600 square foot(20' x 30')partially enclosed pavilion will be <br /> constructed to hold regularly scheduled services,bible study, and worship <br /> practices. The applicant is requesting to use temporary tents for a maximum of <br /> eighteen (18)months, while the building is being constructed. One (1) shipping <br /> container is proposed for storage purposes. <br /> 2. Bathrooms/Wastewater: Two (2)portable toilet facilities will be available on <br /> site rented from Kona Lua Inc and serviced once a week by the company. <br /> 3. Water: A 10,000-gallon rainwater catchment tank will serve all non-potable and <br /> fire emergency water needs. Potable water will be trucked in and stored in a <br /> separate potable water tank on site. <br /> 4. Access: The property will be accessed via a gravel driveway from Ginger <br /> Blossom Lane, roughly 300 feet south from its intersection with Sea Breeze <br /> Parkway and roughly 800 feet north of its intersection with Kona Drive. <br /> 5. Parking:A total of thirty-eight(38) gravel parking spaces will be available for <br /> scheduled services, including four (4)ADA accessible spaces. <br /> 6. Services: Three (3) weekly services are proposed, including Sunday service <br /> between 7:00 a.m. and 3:00 p.m., bible study classes on Tuesdays between 4:00 <br /> p.m. and 7 p.m., and worship practice on Wednesdays between 4:00 p.m. and 6:00 <br /> p.m. <br /> 7. Attendees: An average of fifty (50)people are expected to attend Sunday service <br /> and approximately twenty (20)people are expected for bible study classes on <br /> Tuesday nights including volunteers. Five (5) people will attend weekly worship <br /> practice on Wednesday evenings to practice music performed on Sundays. <br /> 8. Employees: The Pastor will perform all Sunday services. Sunday school and <br /> Bible studies are run by volunteers (which are included in the attendees count <br /> above). Volunteer musicians perform the worship music during Sunday service <br /> and practice on Wednesday evenings. <br /> 6 <br />
