3B. Subject Property Description <br /> The subject site, identified as TMK(3) 9-2-008: 019, consists of 1-acre of land zoned <br /> Agricultural 1-acre (A-M). The parcel is located at 92-8988 Ginger Blossom Lane within <br /> the Hawaiian Ocean View Estates subdivision approximately 300 feet south from its <br /> intersection with Sea Breeze Parkway and roughly 800 feet north of its intersection with <br /> Kona Drive. <br /> No permanent structures currently exist on site. Temporary structures formerly used on <br /> the property include a 30x50 metal pole tent, a 10x20 shipping container, a 15x20 <br /> wooden shade cover, two (2)portable toilet facilities, and one (1) mobile trailer toilet <br /> facility. The applicant has removed these temporary structures. <br /> The Land Use Pattern Allocation Guide (LUPAG) designates this land as Rural (Figure <br /> 3), and the Land Study Bureau(LSB) Overall Productivity Rating classified the soils as <br /> "E" (very poor) (Figure 4). The U.S. Department of Agricultural Natural Resource <br /> Conservation Service (NRCS) has designated the property's soil as aa lava flows with 2 <br /> to 20 percent slopes (2klfr). This soil type is excessively drained and has a very low <br /> runoff class. It is not considered prime farmland. <br /> The Hawaiian Ocean View Estates subdivision lies within Lava Zone 2, on a scale <br /> ranging from 9 to 1 (least hazardous to most) (Figure 5). The site is approximately 6 <br /> miles from the coastline and is not within the Conservation District or Special <br /> Management Area. <br /> Little to no vegetation exists on site. The subject property is cleared and fully graded. The <br /> Special Permit area will encompass the full I-acre parcel including the proposed pavilion, <br /> two (2)portable bathrooms, a shipping container for storage, a gravel driveway and <br /> parking lot, a water catchment tank for non-potable uses and a separate potable water <br /> tank. <br /> 3C. Institutional Considerations <br /> i. State Land Use <br /> The subject site is designated State Land Use Agricultural(Figure 6), and the Special <br /> Permit area consists of 1-acre.As such, no State Land Use Commission action is <br /> required. The County of Hawaii can process the Special Permit request. <br /> In recognizing that lands within agricultural districts might not all be best suited for <br /> agricultural activities and yet classified as such, and in recognition that certain types of <br /> uses might not be strictly agricultural in nature, yet reasonable in such districts, Hawaii <br /> Revised Statutes Chapter 205-6 allows County Planning Commissions to permit certain <br /> unusual and reasonable uses within the agricultural and rural districts other than those <br /> for which the district is classified. <br /> 8 <br />
