Investigation of valued resources: The applicants submitted the project details and <br /> development application to the SHPD for their HRS Ch. 6E-42 review and concurrence. <br /> SHPD has responded that an Archaeological Inventory Survey (AIS) must be completed <br /> prior to initiating development on the parcel. The applicants did conduct an <br /> archaeological due diligence survey as part of the application review process, and to <br /> determine the steps required to complete the SHPD HRS Ch. 6E-42 historic preservation <br /> review. <br /> The valuable cultural, historical, and natural resources found in the area: <br /> Archaeological resources are highly unlikely to exist on the subject property, <br /> which has been used for sugar cultivation purposes for many years that completely <br /> impacted the property. However, there is an existing Japanese Cemetery located on the <br /> parcel which has an existing preservation easement. Natural resources in the area are the <br /> gulch which has been noted to be significant, but the shoreline is not accessible in this <br /> area due to the steep cliff and lack of safe access paths. <br /> No floral or faunal species listed as threatened, endangered, or proposed for <br /> listing under the federal or state endangered species statutes were identified on the site. <br /> Additionally, no species used for cultural gathering purposes were identified within the <br /> project area. <br /> Possible adverse effects or impairment of valued resources: The existing <br /> vegetation may be destroyed by ground alteration, however, there is no evidence that the <br /> flora in the project area is particularly desired or used for cultural practices. The SHPD <br /> has required that the applicants complete an Archaeological Inventory Survey (AIS) of <br /> the subject parcel to determine the extent of resources related to the existing cemetery <br /> and to establish preservation tactics to minimize impacts to this resource. Other uses in <br /> the area, such as fishing, will not be impacted as there is no existing safe access along or <br /> through the site to the ocean. <br /> Feasible actions to protect native Hawaiian rights: The proposed development will <br /> not restrict access to, and the use of the existing Japanese cemetery located on the subject <br /> parcel. Access to the cemetery will be provided via a gate that will remain open at all <br /> times. Conditions of approval have been added to protect endangered, threatened, and <br /> -8- <br />
