Our initial evaluations indicated that � L,•••••••- Waipi`o Valley Road required more in-depth rockfall evaluations.That has resulted in `.t. •• additional phases concentrating on short-term and long-term rockfall mitigation - • measures. 4 rt Waipi`o Valley Road is a 0.8-mile-long road that serves as the only access between the Waipi`o Valley Lookout and Waipi`o Black Sand Beach for taro farmers and residents below Waipi`o Valley Point.The overhanging vegetation and rock pose a hazard of failure,and the road has been closed several times after heavy rainfall. In addition,the steep slope on the downhill side of the road has had two shallow landslide events recently measuring in length up to 500 feet. Haley&Aldrich conducted additional investigation and conceptual design for rockfall mitigation along Waipi`o Valley Road. For a section of the roadway with immediate concerns,we designed short-term emergency mitigation that is under construction. Haley& Aldrich is providing construction management services.The project included assisting the County with all environmental permits needed for the project. Future phases will include rockfall mitigation design,construction management,and additional permitting. For Laupahoehoe Point Road, Haley&Aldrich evaluated overhead rockfall hazards and various areas of soil slumping along a 1-mile stretch. When tasks are not well defined,we communicate clearly to the client any assumptions we used to arrive at our cost estimate. We also discuss these assumptions with clients so there is a distinct understanding of the uncertainties. Project managers update expenditures and revise forecasts for effort and costs so they can communicate and correct potential problems before they happen. Given the dynamic nature of projects,we expect changes to occur. We assisted DOTA in implementing a data and asset management system to track inspection deficiencies,corrective action reports,and correspondence with inspected parties.These measures allowed us to cut inspection effort by an estimated 30%. » Also, under our contract with DOTA,we reviewed MS4 and industrial permits for covered airports,and recommended permitting strategies to reduce DOTA's regulatory burden. For one airport with an industrial permit,we evaluated site drainage and industrial activities and recommended a Conditional No-Exposure Exclusion,which was accepted by the regulator, Department of Health (DOH)and which saves the State from extensive annual sampling, inspection,and reporting requirements. We also negotiated with DOH to change the MS4 status of Daniel K. Inouye International Airport from a Large MS4 to a Small MS4 and proposed significantly reduced permit requirements under a new Stormwater Management Plan,which was accepted by DOH. » For a project to replace the Arizona Memorial Floating Dock, Haley&Aldrich personnel conducted an initial consultation with the Army Corps,who stated that the project would require a Clean Water Act Section 404 individual permit for the large concrete block anchors to be placed on the Harbor floor. Dr. Marsters analyzed the rules and prepared an argument for the blocks to be considered essential part of the structure, rather than fill.The Army Corps agreed,authorizing the project under a River& Harbors Act Section 10 permit,with significantly fewer permitting requirements. » When the CoM was faced with obtaining their MS4 permit after being notified by DOH that they would become regulated, Haley &Aldrich personnel developed a plan to help the County achieve compliance.The plan, in large part, relied on the excellent programs the County already had in place,as well as collaborating with other permittees in the Maui regulated MS4 to share costs and resources. For almost 8 years, Haley&Aldrich has managed the County's MS4 program at a fraction of the cost of other programs in the state. Innovative Methods Our initial approach to project management is to examine the big picture and assist our clients to clearly define achievable goals and objectives. Strong stakeholder outreach and engagement,and frequent communication with the County project manager have been key to the program's success. It's an example of our approach of helping clients"do more with less." We leveraged Maui's existing programs,tapped into community support, and sought partnerships with other permittees to share permit obligations,all with the goal of helping the County to deliver a successful permit program at a fraction of the costs of other permit programs in the state. We are efficient and smart in our MS4 program management,and The Department of Health Clean Water Branch (DOH CWB) has called Maui's MS4 program a "model program." » Anderson Real Estate Environmental Compliance and Consultation—Haley&Aldrich provides environmental compliance services for an NPDES permit to discharge once-through non-contact cooling water to Honolulu Harbor. Work includes monthly and quarterly effluent monitoring, receiving water monitoring,assessment of receiving water benthic biological communities,and zone of mixing dilution analysis study.The project regularly exceeded monitoring water quality compliance goals,due to the quality of the non-contact cooling water. We developed a strategy, including drilling a new source well,for demonstrating the exceedances were unrelated to the project.As client advocates,we were able to work with regulators to address their concerns and successfully resolve the situation in the client's best interest while meeting regulatory expectations. Ka'iwi Scenic Shoreline Slope and Rockfall Hazard Assessment,O'ahu, HI—Haley&Aldrich staff conducted a hazard and risk assessment for the Ka`iwi State Scenic Shoreline after,during construction of an unrelated project,concern arose for hazards to walkers along a scenic shoreline path.Our staff mobilized quickly to evaluate hazards along the path so mitigation could be conducted in conjunction with the ongoing construction work. Haley&Aldrich quickly assessed the hazard and completed a numerical risk assessment for the 2-mile path. We prepared a report and developed plans and specifications for mitigation,and supported DLNR in bid support and construction monitoring.The entire project design, public procurement,and construction from initial site visit to project completion was undertaken in less than five months(March through August). Furthermore, construction was completed before the unrelated construction project was done so trail closures and disruptions were minimized. » Federal Center South—Energy Piles and Seismic Support—Haley&Aldrich repurposed traditional ground improvement to provide a seismic cutoff wall for this new waterfront headquarters for the U.S.Army Corps of Engineers,Seattle District. We also developed "energy piles"consisting of geothermal loops cast into the building support piles, providing an alternative and renewable energy source for the building.The energy piles allowed one traditional boiler and one chiller to be eliminated,saving about 100,000 gallons of water per year. » Husky Stadium Redevelopment and NCAA Track Relocation—Teamwork on Seismic Design—Since its initial development in the 1930s, Husky Stadium has undergone several renovations and additions. Much geotechnical information was available at the site. Haley&Aldrich staff worked with MKA,360 Architects,and Turner Construction to take advantage of the existing data, resulting in a nominal and targeted exploration program for the reconstruction.A key element of our design success was convincing the City of Seattle that an improved seismic site classification for the facility was reasonable based on our reanalysis of the data and the planned construction,saving hundreds of thousands of dollars in construction costs.
