<br /> EnviroServices&Training Center(ETC)was contracted to provide environmental compliance support to
<br /> the State of Hawaii Department of Transportation(DOT),Highways Division,Maui District(HWY-M)to le
<br /> meet stormwater compliance requirements associated with their municipal separate storm sewer system
<br /> (MS4).Specifically,HWY-M was issued an MS4 NPDES Permit that required them to develop and
<br /> implement control measures to prevent polluted runoff from entering and discharging from their MS4. = 4',11,00,44 •
<br /> ETC helped to establish and implement the following:
<br /> Program Management-As part of the Water Environment Federation's annual National Stormwater
<br /> and Green Infrastructure Awards,which recognizes high performing M54 program throughout the
<br /> country,the ETC/HWY-M team was awarded the 2023 MS4 Phase II Overall Award.This award is given
<br /> to the single Phase II MS4 that demonstrates excellence in both Program Management and Innovation.
<br /> "We're proud of each and every member of Highways Maui District's team for attaining this prestigious * ,
<br /> honor,which will serve as a model for other MS4s across the country,"said State of Hawaii Department
<br /> of Transportation Deputy Director of Highways Robin Shishido.
<br /> Mapping of MS4 Structures-ETC developed an inventory of M54 structures within the HWY-M M54
<br /> area and created GIS maps of the hundreds of structures,including inlets,manholes,pipes,culverts,
<br /> outfalls,open channels,and junctions.
<br /> Asset Management System-ETC designed an Asset Management System to identify and display
<br /> the MS4 network inventory,store assets and records,track task performance,schedule preventative
<br /> maintenance and site inspections,create inspection and summary reports,and deliver program analytics.
<br /> Public Education and Outreach-ETC developed public education and outreach programs,materials,
<br /> and partnerships to provide stormwater awareness and training to targeted audiences that included Relevant Services
<br /> HWY-M M54 users,contractors,DOT personnel,maintenance staff,industrial and commercial
<br /> businesses,schools,and other stakeholders.
<br /> Illicit Discharge Detection and Elimination-ETC developed and implemented procedures to respondS ter Compliance
<br /> to detect and eliminate against illicit discharges and illegal connections that impact the HWY-M MS4,
<br /> Inspections
<br /> including use of field investigations,industrial and commercial facility inspections,and outfall screening.
<br /> Construction Best Management Practices-ETC developed and implemented construction plan review, Q_ Geographic Information
<br /> inspection,and enforcement procedures to manage compliance with sediment and erosion control System(GIS)
<br /> requirements on HWY-M construction projects.
<br /> Post-Construction Best Management Practices-ETC developed and implemented procedures
<br /> to inspect and maintain existing post-construction measures,in addition to review and ensure CEnvironmental
<br /> implementation of new post-construction measures that mitigate stormwater runoff on HWY-M Engineering
<br /> construction projects. ETC also participated in inter-governmental collaboration to revise the DOT Storm
<br /> Water Post-Construction BMP Manual.
<br /> Pollution Prevention and Good Housekeeping-ETC assisted in the development of contract
<br /> bid specifications for the inspection and maintenance of MS4 structures and roadways.These bid In 2023,DOT Maui Highways
<br /> specifications included requirements for drain inspection and cleaning,pipe inspection and cleaning,and was awarded the"MS4 Phase
<br /> street sweeping. ETC also engineered plans,specifications,and estimates to repair erosional areas and II Overall Award"by the Water
