Approach We have a fully staffed team with the capacity to perform all work in a timely manner over the course of the contract. To that end, ETC's projects begin with a clear definition of the end result.Our strategy to meet our client's needs under this contract involves the management and performance of projects on a concurrent schedule rather than in a linear fashion.As such,we will utilize project controls that are based on five(5) primary factors:1)team;2)coordination; 3) monitoring;4)action;and 5)completion. Putting together and organizing the right team is the first step.Our plan involves distribution of work appropriately among our staff,based on the specialized qualifications and experience they bring while implementing the necessary controls at the program level to successfully administer and oversee multiple concurrently performed tasks.We have structured our firm to accomplish this and have established in our organization the necessary program management positions and Technical Leads to obtain a high level of commitment and ensure that capacity does not become an issue in the performance of concurrently scheduled program assignments. If a problem is developing, ETC takes immediate actions to correct them. CTO Planning At the forefront of our management approach to completing projects is our adherence to project planning,which takes several forms—partnering, project scoping,development of WBS, research into technical and regulatory requirements, and project kick-off meetings.Upfront planning is essential in identifying project sensitivities(e.g., base security and operations coordination), logistical concerns,subsurface clearances,regulatory strategy, permits, potential work hazards and controls,subcontractor coordination,tests and inspections,submittals,data handling,constructability,quality requirements,value engineering, long-lead items,and schedule drivers. Monitoring Tools Our Contract Management System (CMS) provides the tools for cost estimating,scheduling (Primavera,SureTrak, Microsoft Project),cost monitoring and forecasting, project controls, procurement,subcontractor cost control,data management,and electronic invoicing as necessary.The CMS offers real-time interactive access for system users from both office and remote-site locations to provide our Project Managers with the tools and information needed to track and forecast cost and schedule,and effectively administer the contract.These tools have supported our projects ranging from$2,500 to more than$2,000,000.They provide information that: • Presents an accurate picture of work in progress through daily cost and schedule tracking • Identifies potential problems by tracking planned production rates versus actual • Succinctly summarizes and presents this information to the client in monthly progress reports. ETC's Project Manager and financial management staff may provide CTO-specific progress reports supported by financial data to the KO/KOTR,as necessary.A primary focus of these reports is to clearly identify issues that are of concern and propose corrective actions along with the impacts to cost,schedule,quality,and safety on the project. Effective Use of Personnel for Concurrent Multiple CTOs Typically, ETC will mobilize or initiate with a core team of key personnel to manage the project from cradle to grave.The makeup of the team will be dictated by the SOW.Office and field labor are added or removed as required to optimize and maintain the approved task order schedule. Each week,the Project Manager in consultation with professional staff will summarize personnel and equipment utilization with expected labor hours and resources dedicated to each project. If a conflict is evident,the Project Manager will resolve it with the respective professional staff task leaders. ETC will apply systematic advanced planning for forecasted procurement actions to ensure that proper consideration is provided for efficient, properly executed procurement to achieve on-time delivery of required goods,services,and construction—at a fair and reasonable price. ETC will perform procurement planning to promote and provide full and open competition to the maximum extent.We will monitor delivery, production rates,and level of effort of subcontractors against baselines we establish in our project planning. If the service does not meet or exceed the baseline,we will require corrective action to be taken;and,if not corrected,will terminate and levy liquidated damages,if applicable. Minimizing Project Delays ETC has a proven record of maintaining projects on schedule and minimizing delays within the Pacific for over 22 years. We do this through: • Proper up-Front Planning of Projects-When tasked with an assignment,we identify critical path items,special geological conditions,and logistical considerations(including the need to work within remote and harsh conditions). • Effective Resource Management- ETC will also identify critical labor, material,supplies,and equipment needs and evaluate potential sources for these items."Critical"materials and services may range from long-lead items or those elements on the critical path requiring specialized expertise. ETC will self-perform those elements that are least defined,are most likely to change,or have the greatest impact on the schedule to reduce the risk to the client.When other critical requirements are better defined or when requirements are suited to the special expertise of other on- Island firms,we will consider other first-tier subcontractor competitive procurement. • Understanding the Regulatory Requirements -We bring our insight to the regulatory process and technical knowledge of their scientific foundations to bear in addressing issues before the regulatory community—local,state, and/or federal.Our professional staff will partner with the client and other regulatory agencies having jurisdiction to reach fair and meaningful outcomes to the environmental condition,actions,designs and remediations that we implement. Project Scheduling/Tracking and Ability to Accommodate Surge Workloads The planning and scheduling process translates the technical scope, budget objectives, regulatory drivers,and funding sources into a logical process for completing the work. It provides the basis for scheduling labor,equipment and material resources and the baseline against which performance,funding,and cash flow is measured. ETC will employ a WBS consistent with the work scope.The WBS elements,together with detailed schedules,define and sequence discrete work elements and definable features of work. Each of these elements will be tracked and surveyed continually in the MIS and analyzed for variances.The Project Manager uses the detailed WBS derived from the SOW to develop the CTO schedule in Primavera,SureTrak,or MS Project—depending on the complexity of the CTO.The Project Manager(or delegate) loads resource requirements(including labor, materials,equipment,and subcontractor costs)into each scheduled WBS activity.The project schedule is then"resource-leveled"within available float to minimize resource requirement peaks and valleys. Resource-loaded schedules provided by subcontractors are merged directly into the overall Task Order schedule. A project budget plan,derived from the WBS and approved schedule,is also created to facilitate the tracking of cost and funding.The approved baseline schedule and budget plan are key tools for efficient planning and tracking during project performance.They are integrated by the WBS to allow for"what-if" analyses and evaluation of alternatives. The schedule is the key to efficient coordination of project site activities and on time delivery of goods and services to facilitate smooth progress.Ongoing and upcoming activities are tracked daily.The allocation of resources and the on-site equipment needs are forecasted by the Site Superintendent for the day and the upcoming week.The progress achieved is reflected in this"brief" and documented in the daily CQC reports and updates to the schedule. Subcontractors The ETC Team has also developed relationships with a variety of subcontractors throughout the State,such as laboratories,drillers,geophysical firms,surveyors, haulers,and recycling/disposal facilities,who may be added to the project delivery team as needed. In some cases,we have already established basic ordering agreements with local vendors,subcontractors,and suppliers to facilitate the procurement process. Day-to-day management of subcontractors will be performed by the lowest appropriate level of management,whether this is a Project Manager or technical specialist,and the ETC Team will ensure that subcontractors perform up to industry standards.Subcontractors who do not comply with technical, health and safety,quality,budgetary,or schedule requirements will be required to develop, submit,and adhere to a corrective action plan.The ETC Team will monitor and aid the subcontractor in getting back on track, but we will not jeopardize the project's success with non-performing or adversarial subcontractors.We have the resources to step in to keep the job on track and to remove a non-performing subcontractor and will impose liquidated on subcontracted elements if necessary. Integrated Programs Contract Management Program Our management approach is based on the philosophy that we are accountable,functional,and in-depth extensions of our client,and will remain a supporting partner throughout the contracts duration.Our entire organization will work closely with the client to set goals,exchange information,identify potential problems and propose effective solutions, develop responsive schedules,assure resource availability,comply with Federal requirements,work within budgeting constraints,and share ideas on innovative and cost-effective means to support your mission. Health and Safety Program ETC has established a Corporate Health and Safety Plan that meets the requirements of OSHA standards 1920.120, 1926.65; USACE EM 385-1-1 and UFGS Safety Specification 013529,and other applicable regulations and guidance. ETC considers the personal health and safety of our employees,subcontractors,clients,community residents,and visitors,the prevention of work-related accidents and illnesses and property loss, high priorities during project work.Safety will be designed into the systems we construct or operate and maintain. It is integrated throughout the lifecycle of the project. ETC has maintained an excellent safety record. Our Health and Safety(H&S) Manager will oversee the development and approval of Site Health and Safety Plans (SHSP),which will be built upon our established Corporate H&S Program. He/She will lead pre-field safety reviews,initial orientation and training,assure that the right people attend the pre-construction meeting,and incorporate safety into the three phases of our quality control. Quality Control Program ETC will proactively implement a QC Program Plan under the direction of our Quality Control Manager(QCM).Our primary means of building the desired quality into every phase of each project from planning to reporting is through the use of this formalized plan,which serves as a guide for the development of specific quality control plans for management of our own,our subcontractors'and suppliers'work.The QCM will be responsible for monitoring work, procedures,and documentation;initiating, recommending and providing solutions for quality problems;and assuring the implementation of corrective action both on and off site. He/She will oversee the project QC personnel and provide these individuals with guidance and support. Chemical Quality Control Program A key element of our approach to successfully managing the project will be the implementation of a Chemical Data Acquisitions Plan(CDAP).The primary objective of the CDAP is to ensure that technically and legally defensible data are acquired in support of decision-making processes and to ensure that Data Quality Objectives(DQOs)are met.Such plan will also define how analytical services will be provided under the project,to ensure that proper procedures are used for scheduling sample space,as well as sample collection and shipment. A sampling and analysis plan (SAP)will initiate, recommend,and provide solutions for chemical quality problems;and assure the implementation of corrective actions, and audit data validators and laboratories. Construction Quality Control Program For construction aspects of a contract, ETC will use the 3-phase system for quality control.This system,which is a basic and fully integrated part of our project management system,includes 3-phase control,submittal management, coordination of design,daily QC reporting and defined responsibilities and authorities: Phase I:Preparatory Inspection Prior to beginning work on any definable feature,the preparatory inspection will include: • Review of submittal and contract requirements with the performance of the work • Check to assure that provisions have been made to provide required field QC testing • Examine the work area to ascertain that all preliminary work has been completed • Verify all field dimensions and advise client of any discrepancies • Perform a physical examination of materials and equipment to assure that they conform to approved shop drawings or submittal data and that all required materials and/or equipment are on hand and comply with the contract requirements. Phase II:Initial Inspections Initial phase inspections will be performed as soon as a representative portion of the particular feature of work has been accomplished. Initial inspections include, but are not limited to,examination of the quality of workmanship; review of control testing for compliance with control requirements;and identification of defective or damaged Additional Information (cont.) materials,omissions,and dimensional requirements.The initial phase inspection is the time to discuss and agree on the required level of quality associated with a given work activity. Discrepancies relative to work quality will be addressed. Resources ETC has used field analytical equipment/methods to expedite project schedules.A brief description of the equipment and applications are listed below: • Immunoassay Kit- During investigation/remediation operations at a salvage yard in Lihue contaminated with PCB, petroleum hydrocarbons,and lead, ETC utilized an immunoassay kit which enabled us to receive expedited results, thereby minimizing the costs associated with mobilizing and demobilizing;while decreasing lab costs. • Portable Gas Chromatograph (GC) - During investigation/remediation activities at a former dry-cleaning facility in Honolulu contaminated with mineral spirits in the soil, ETC leased a portable GC.The GC enabled ETC to receive expedited results,thereby minimizing the costs associated with mobilizing and demobilizing during remediation efforts. • Passive Soil Gas Survey(PSGS)-To minimize the time and cost associated with drilling operations,as well as to identify potential off-site sources of petroleum contamination, ETC utilized a PSGS,which allowed ETC to obtain a relative screening of the petroleum contamination in the subsurface&provide an indication of the contaminant plume locations. • Phase Contract Microscope(PCM)-As a consultant to DAGS, ETC utilized our PCM to verify that abatement contractors adequately removed asbestos from buildings,such as during the renovation of various teacher cottages in Kona and Hilo. • ISCO Water Quality Samplers—We have experience deploying client-owned ISCO water quality samplers to assess stormwater treatment device efficiencies and evaluate representative stormwater runoff from industrial facilities and municipal separate storm sewer systems. • Various ETC owned and operated field analytical equipment-ETC's field testing instrumentation include:CO2 meter, protimeter to monitor ambient humidity/temperature/moisture content,4-gas meter to monitor hydrogen sulfide/ combustible gas/oxygen/carbon monoxide,particulate meter to calculate worker exposure concentrations,Geiger meter to measure radiation,and photoionization detector. • X-Ray Fluorescence(XRF) Meter-The XRF is utilized to identify lead concentrations in paint.The XRF uses a radioactive source that,when exposed to lead containing building components,emits x-rays with a characteristic frequency or energy.The intensity of the radiation is then measured by the instrument and reported as lead in milligrams per square centimeter.
