Status: Completed 2023 Experience and Past Performance Project Title: Assess Banyan Drive Properties Project Location: Hilo, Hawai'i Project Owner: State of Hawai'i, Department of Land and Natural Resources Project Challenges and Action Responses: Project Challenge#1— Lack of Record Documents Challenge: The three properties involved in the project were all older multi-story buildings with little or no record drawings that could be made available or found. Action Response: UEA made numerous calls to building management,the State and County in an attempt to locate record drawings. Little or no information was provided. UEA sent a team to the properties to develop a diagram of the site and each floor level of each building on each property. UEA then distributed the diagrams to its consultant engineers. UEA coordinated site visits between its team of engineers and building management applicable for each of the properties. UEA and its consultant engineers used the diagrams to sketch and document actual field conditions. UEA utilized the sketches to update its floor plan diagrams for each of the properties. After the floor plans were updated,they were redistributed to the consultant engineers for use moving forward with the rest of the project. Project Challenge#2— Development of an Objective Evaluation System Challenge: One of the primary objectives of this assessment report was to provide recommendations to the State of Hawai'i as to how to utilize each of the subject properties in the future. UEA wanted to base its primary recommendations on an objective evaluation system that was supported by data. Action Response: A matrix based comparison and scoring system was used to evaluate each of the three properties independently from one another. The criteria used in the matrices were identified based upon feedback from the design team and State of Hawai'i. The goal of the matrix scoring system was to establish a standardized means of measurement to objectively evaluate each property through direct comparison of potential outcomes and identify a primary recommended course of action for future use of the subject properties. UEA also coordinated with the State of Hawai'i to identify an alternative set of recommendations for each property. The alternative recommendations assumed that limited funding to address areas of distress would be made available. Experience and Past Performance Project Challenge#3— Data Recordation Challenge: Visual surveys of each property were performed by UEA and its consultant team. The visual surveys took place from floor level locations and were focused primarily on the building exteriors and common areas,with a closer look at areas containing significant or readily observable damage and/or obvious non-compliance with current building, life safety, and accessibility codes. These surveys resulted in numerous pages of notes, photos, and diagrams. All of the information needed to be recorded and organized in a simple systematic way to be useful to the reader. Action Response: The areas of distress identified from the visual surveys were recorded and entered into a standardized Existing Conditions spreadsheet, one for each property, and by each consultant. The spreadsheets were used to document the problem areas,the locations, and a proposed solution for each problem area. Each existing condition was then assigned a findings number. Components in the findings number identified the property,floor level of the building, main discipline required for the repair, and a finding number and date. Each finding number then correlated to a specific location on each property/building floor plan diagram. Each consultant completed their spreadsheets and provided it to UEA,together with their corresponding photos and floor plan diagrams. UEA then coordinated the data into a single user friendly document with the existing conditions spreadsheets and floor plan diagrams. PROJECT EXECUTION The Principal Architect coordinates the scope of work with the Client. The Principal Architect reviews the scope of work with the Project Manager. The Project Manager then creates the project schedule, directs the design team, performs field observation work, prepares the design and ensures that the project adheres to regulatory codes. QUALITY CONTROL PROCESS The firm is focused on providing its clients with a quality product. In order for that to happen, the scope of work needs to be thoroughly vetted, and all parties (Client, Architect and sub-consultants) need to have a clear understanding of the services being performed. Project schedules are then prepared to account for the various services. The schedules are developed based upon complexity, scope and the Client needs. Schedules need to have adequate time for the Architect and Client to review the design. Most projects are subjected to a minimum of 3 internal submittal reviews (schematic, design development and construction documents) . The Project Manager performs quality control for the duration of the project. The Principal Architect performs additional quality control prior to each phase submittal.
