<br />MAYOR'S AUGUST 24,2024 TROPICAL STORM HONE EMERGENCY
<br />PROCLAMATION AND EMERGENCY RULE
<br />WHEREAS, Chapter 127A Hawaii Revised Statutes, provides for the establishment of
<br />County organizations for emergency management and disaster relief with the Mayor having
<br />direct responsibility and authority over emergency management within the County; and
<br />WHEREAS, Chapter 127A Hawai'i Revised Statutes and Chapter 7, Articles I and 2 o
<br />the Hawai'i County Code, establishes a Civil Defense Agency within the County of Hawai'i a
<br />prescribes its powers, duties, and responsibilities, and Section 13-23 of the Hawai'i County
<br />Charter empowers the Mayor of the County to declare emergencies; and I
<br />WHEREAS, Chapter 127A-25 authorizes the Mayor to adopt rules to carry out the
<br />provisions of Hawai'i Revised Statutes, Chapter 127A that carry the full force and effect of law;
<br />and
<br />WHEREAS, on August 24, 2024, at K. a.m., the National Weather Service issued a
<br />Tropical Storm Warning for the Island of Hawaii as radar has consistently indicated the thre
<br />for strong winds of up to 39 mph to 57 mph, peak rainfall amounts may be as high as 8-12
<br />inches, witb locally higher amounts that may result in moderate floodinfM in drainag�4-10N&&Irl
<br />rivers, roads, properties, and other low-lying areas may occur, Landslides are possible in ste
<br />terrain areas, and roads may become impassable due to debris and flooding, and
<br />WHEREAS, conditions associated with tropical storrns include but are not limited to
<br />storrn surge, high surf, high wind, flash flooding and heavy rain may occur and as such the
<br />County of Hawai'i will open the following emergency shelters effective August 24, 2024 at 12
<br />p.m. (noon)., Waidkea High School Gym, Kea'au High School Gym, Pahoa Intermediate & Hi
<br />School Gym, Mountain View Elementary School Cafeteria, Honoka4a High School Gym, Ka'
<br />Gym, Naalehu Elementary School Cafeteria; and
<br />WHEREAS, sudden, severe an&or consistent events of high winds, heavy rains and
<br />flooding may occur and cause damage, loss, and suffering of such character and magnitude to
<br />affect the health, welfare and safety of the public and is of such a nature as to require assistance
<br />from the County of Hawaii, State of Hawaii, and the Federal government-, and
<br />WHEREAS, on August 24, 2024, at 4:54 a.m. the National Weather Service issued a Red
<br />Flag Warning for all South Kohala and Interior portions of Hawai'i Island which states "a
