Fax (808) 961-6553 <br />KONA: 74-5044 Ane Keohokalole Hwy., Bldg C • Kailua-Kona, Hawai'i 96740 <br />(808) 323-4444 • Fax (808) 323-4440 <br />MAYOR'S AUGUST 24, 2024 TROPICAL STORM HONE <br />SUPPLEMENTAL EMERGENCY PROCLAMATION <br />WHEREAS, Chapter 127A Hawaii Revised Statutes, provides for the establishment of <br />County organizations for emergency management and disaster relief with the Mayor having <br />direct responsibility and authority over emergency management within the County; and <br />WHEREAS, Chapter 127A Hawaii Revised Statutes and Chapter 7, Articles 1 and 2 of <br />the Hawaii County Code, establishes a Civil Defense Agency within the County of Hawaii and <br />prescribes its powers, duties, and responsibilities, and Section 13-23 of the Hawaii County <br />Charter empowers the Mayor of the County to declare emergencies; and <br />WHEREAS, Chapter 127A-25 authorizes the Mayor to adopt rules to carry out the <br />provisions of Hawaii Revised Statutes, Chapter 127A that carry the full force and effect of law; <br />and <br />WHEREAS, on August 24, 2024 at 10:06 a.m., I as the Mayor of the County of Hawaii <br />issued an Emergency Proclamation and Emergency Rule declaring a state of emergency due to <br />the impending severe weather and Red Flag Warning conditions from Tropical Storm Hone; and <br />WHEREAS, on August 24, 2024, at 11:11 a.m., the National Weather Service canceled <br />the Red Flag Warning for the Island of Hawaii as moisture associated with Tropical Storm Hone <br />has started to move into leeward areas of the Big Island such that the threat for elevated fire <br />weather concerns over these areas has diminished resulting in there no longer being a need for <br />the Emergency Rule prohibiting outdoor burning and open flames; and <br />WHEREAS, continued road flooding and downed trees have resulted in temporary road <br />closures due to the severe weather conditions associated with Tropical Storms Hone, and as such <br />the following emergency shelters remain open for the community: Waiakea High School Gym, <br />Kea`au High School Gym, Pahoa High School Cafeteria, Mountain View Elementary School <br />Cafeteria, Honoka`a High School Gym, Ka`u Gym, Na`alehu Elementary School Cafeteria; and <br />WHEREAS, continued sudden, severe and/or consistent events of high winds, heavy <br />rains and flooding may continue to occur and cause damage, loss, and suffering of such character <br />and magnitude to affect the health, welfare and safety of the public and is of such a nature as to <br />require continued assistance from the County of Hawaii, State of Hawaii, and the Federal <br />government; and <br />County of Hawaii is an Equal Opportwuty Provider and Employer. <br />
