This discussion will include a review of the Board of Ethics' opinion regarding <br /> the matter. <br /> EXECUTIVE SESSION (CLOSED TO THE PUBLIC) <br /> For the following agenda items, the commission will meet in executive session to consider <br /> charges against officers or employees of the police department, where matters affecting <br /> privacy will be involved, to consider sensitive matters related to public safety, and may <br /> consult with the board's attorney on questions and issues pertaining to the commission's <br /> powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a)(2)(4)(6) and <br /> the Hawai'i County Charter Section 13-20 (b). <br /> CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE SESSION — <br /> CLOSED TO THE PUBLIC) <br /> • HPC 24-19: Complainant is dissatisfied with how their burglary case was handled. <br /> (cont. from 8/30/24) <br /> • HPC 24-21: Complainant is dissatisfied with how his traffic collision report was handled. <br /> (cont. from 8/30/24) <br /> • HPC 24-28: The complainant alleges officers entered his property without consent and <br /> detained him without justification. <br /> • HPC 24-29: Complainant alleges officer refused to assist him. <br /> • HPC 24-30: Complainant alleges police misconduct after his truck disappeared during <br /> arrest and was found damaged. <br /> • HPC 24-31: Complainant alleges an illegal stop, arrest, search and seizure, <br /> overbearing conduct, and excessive use of force. <br /> • HPC 24-32: Complainant alleges an illegal arrest, search, and seizure, with his truck <br /> impounded, damaged, and valuable items missing. <br /> • HPC 24-33: Complainant alleges an officer was racist and violated their right to free <br /> speech. <br /> • HPC 24-34: Complainant alleges wrongful arrest for harassment, violating his rights to <br /> free speech and assembly. <br /> • Review of complaints in the non-acceptance category. <br /> ACTION ON EXECUTIVE SESSION MATTERS <br /> (RETURN TO OPEN SESSION) <br /> • Investigation of complaints <br />
