EXECUTIVE SESSION (CLOSED TO THE PUBLIC) For the following agenda items, the commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved, to consider sensitive matters related to public safety, and may consult with the board's attorney on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a)(2)(4)(6) and the Hawai'i County Charter Section 13-20 (b). CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE SESSION — CLOSED TO THE PUBLIC) • HPC 24-19: Complainant is dissatisfied with how their burglary case was handled. (cont. from 8/30/24) • HPC 24-21: Complainant is dissatisfied with how his traffic collision report was handled. (cont. from 8/30/24) • HPC 24-28: The complainant alleges officers entered his property without consent and detained him without justification. • HPC 24-29: Complainant alleges officer refused to assist him. • HPC 24-30: Complainant alleges police misconduct after his truck disappeared during arrest and was found damaged. • HPC 24-31: Complainant alleges an illegal stop, arrest, search and seizure, overbearing conduct, and excessive use of force. • HPC 24-32: Complainant alleges an illegal arrest, search, and seizure, with his truck impounded, damaged, and valuable items missing. • HPC 24-33: Complainant alleges an officer was racist and violated their right to free speech. • HPC 24-34: Complainant alleges wrongful arrest for harassment, violating his rights to free speech and assembly. • Review of complaints in the non-acceptance category.
