This is WRONG and can allow the county to take property away that used to be protected under the <br /> Constitution and Bill of Rights. <br /> Page 41 <br /> 1.13 it reads 1.13 "Incentivize private land management practices that protect and enhance natural <br /> resources and values without further regulations or fines. and, when appropriate, pursue the <br /> acquisition of lands for the protection of natural resources." <br /> This does NOT give any information on the type of lands, such as For Sale lands. This needs to be <br /> revised because this is too close to just giving Hawai'i Planning the right to take "lands for the <br /> protection of natural resources." <br /> Page 81 ii.d Amend the Zoning Code to allow for PUD to become administrative permits and subject <br /> to the approval of the Planning Director. <br /> This is allowing the Planning Director to deal with permits. Dwelling density on agriculture zoning up to 1 unit per acre. <br /> Whose lands are they talking about when they say"agricultural land" that they want to keep "in a <br /> largely natural state with minimal facilities consistent with open space..."? <br /> And"Dwelling density on agriculture zoning up to 1 unit per acre" what is 1 unit per acre? This is <br /> trying to say what people can do on their agriculture zoned land and this is NOT RIGHT. <br /> Page 85 <br /> Lands that are not capable of producing sustained, high agricultural yields without the intensive <br /> application of modern farming methods and technologies due to certain physical constraints such as <br /> soil composition, slope, tillable by machine, and climate. These lands are better suited for other less <br /> intensive agricultural uses such as grazing and pasture and can support additional residential <br /> densities when situated near UGAs. Dwelling density up to 1 unit per acre, although additional may be <br /> allow with permitted additional farm dwellings. <br /> Does this paragraph mean Hawai'i Planning can tell farmers what their "lands are better suited for"? <br /> This needs to be revised to be extremely clear. <br /> Page 112 <br /> 2 <br />
