Hawaii County Scenic Resources Inventory and Mapping Project <br /> <br />- ´¨ #®´­³¸ Experience <br /> <br />HRS Chapter 205A requires that the SMA boundary be located at least 100 yards inland <br />from the shoreline. However, typically <br />extends inland to the nearest State Highway paralleling the coastline, which in coastal <br />communities like Kihei, extends nearly a mile inland. In some areas <br />Special Management Area extends inland of the State highway, such as in Kahului, <br />where the boundary extends approximately 3,000 feet inland to the intersection of <br />Wakea Avenue and West Kamehameha Avenue. Because a <br />urban lands are located along the shoreline and inland of the State Highways, much of <br />its urban development has been subject to SMA permitting requirements, which <br />requires an analysis of consistency with HRS 205A-2 (c) (3). <br /> <br />3-! 0¤±¬¨³³¨­¦ <br /> <br />Maui County SMA Minor permits are approved administratively by the Planning <br />Department. Maui County SMA Major Permits are processed by the Planning <br />Department, but ultimately approved, approved with conditions, or denied by the Maui <br />Planning Commission. The Planning Department prepares the staff and <br />recommendation reports and transmits these to the Maui Planning Commission for <br />decision making at a noticed public hearing. <br />Prior to finalizing its staff and recommendation reports, the Planning Department will <br />Board <br />(UDRB) for comment. The UDRB is a nine member board appointed by the Mayor that <br />has specialized professional expertise in urban design. The UDRB will review the <br />, architecture and civil engineering. It is not uncommon for the UDRB <br />to raise concerns pertaining to scenic resource impacts. Thus, the SMA permitting <br />process provides the Planning Department, UDRB and the Maui Planning Commission <br />the opportunity to address development impacts to scenic resources within the coastal <br />zone. <br /> <br /> <br /> <br />Scenic Resource Protection Programs and Strategies Page | 7 <br /> <br /> <br />
