The ordinance applies to building, erosion control and grading permits <br />located on a slope of fifteen percent or more or on minor or major ridgelines as defined <br />by the ordinance. <br />The Director of the Conservation, Development and Planning Department, or the <br /> designee, is responsible for determining if the project meets the <br />administrative criteria and substantially conforms to the Design Manual. If the project <br />does not meet the criteria, the Director may transmit the application to the Napa Valley <br />Conservation Commission and the Commission must grant an exception pursuant to <br />Section 18.106.070.
