25 02 <br /> G. MANAGEMENT/PRESERVATION PLANS REVIEWED (See Instructions. Use <br /> additional pages as needed.) <br /> 1. Please elaborate on how the proposed project activities align with existing plans, if there <br /> are existing plans. <br /> According to the 1990 Hmakua Regional Plan Executive Summary, Zone 3 Kukuihaele to Waipi'o, <br /> where TMK 4-8-04:06 is located, is "the most culturally and historically sensitive area in Hamakua." <br /> Because of this special status, the plan's Executive Summary recommends that efforts need to be <br /> made "to ensure that future use will continue to reflect the rural ambiance and character of the <br /> area." This need to protect and preserve this area is further substantiated by survey findings <br /> conducted through a series of public and community meetings. These findings clearly state that, <br /> "The preservation of the Waipio Rim is an unqualified precondition to consideration for <br /> development." According to the aforementioned Executive Summary, this Waipi'o Rim <br /> Preservation Buffer was established "to preserve the cultural and scenic integrity of the rim by <br /> preventing development and view plane encroachment from private structures. Uses consistent <br /> with this intent include reforestation with rare, endangered and other species, and provision for a <br /> wilderness park with outdoor recreational areas combining passive activities such as hiking and <br /> picnicking." <br /> The Waipi'o Lookout PONC parcel is the first parcel along the Waipi'o Rim Preservation Buffer, <br /> and should continue to be stewarded as a culturally and historically sensitive place that serves the <br /> community and Waipi'o Valley. <br /> 2.
